REQUEST FOR EXPRESSION OF INTEREST (EOI) AND INVITATION TO TENDER FOR THE IMPLEMENTATION OF 2024 ZONAL INTERVENTION/CONSTITUENCY PROJECTS

1. INTRODUCTION
The News Agency of Nigeria (NAN), intends to undertake the execution of some of its zonal intervention/consultancy projects approved under the 2024 appropriation act and hereby invites interested, competent, and eligible contractors for the execution of the following projects:

  CATEGORY A: WORKS
LOT W1 Provision of Power Solar boreholes in selected communities in Ogo-Oluwa/Surulere Federal Constituency, Oyo State
LOT W2 Provision of all-in-one Solar street lights for communities in Ikwerre Local Government Area, Rivers State
LOT W3 Renovation of selected schools in selected areas of southern Ijaw Federal Constituency, Bayelsa State
LOT W4 Electrification projects in Port Harcourt Federal Constituency I, Rivers State
LOT W5 Construction of ICT hall in Okrika/Ogu-Bolo Federal Constituency, Rivers State
LOT W6 Provision of solar panel boreholes in Owugono town in Ogu-Bolo Federal Constituency, Rivers State
CATEGORY B: GOODS
LOT G1 Provision of ICT equipment to Okrika/Ogu-Bolo Federal Constituency, Rivers State
LOT G2 Purchase and distribution of tricycles for empowerment of youths in Ukwa East/West Federal Constituency of Abia State
LOT G3 Procurement of agricultural materials for empowerment of women and youths in Kwande/Ushongo LGA, Kwande/Ushongo Federal Constituency, Benue State
CATEGORY C: CONSULTANCY SERVICES
LOT C1 Training and empowerment of youths and women with farming materials in Ukwa East/West Federal Constituency of Abia State
LOT C2 Training and empowerment of women in bead making, marketing and cosmetology for Ukwa East/West Federal Constituency of Abia State
LOT C3 Training and empowerment in paint making, soap making and confectionery in Okrika/Ogu-Bolo Federal Constituency, Rivers State
LOT C4 Skills acquisition training for youths and women in Okrika, Okrika/Ogu-Bolo Federal Constituency, Rivers State

3. ELIGIBILITY REQUIREMENTS
Prospective bidders should submit the following documents in their technical bids and Expression of Interest (EOI).
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7 Business name with form BN1 is also acceptable for services;
ii. Evidence of Company’s Income Tax Clearance Certificates (or personal Income Tax Clearance Certificates for all partners) for the last three (3) years valid till 31st December 31, 2024
iii. Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
v. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
vii. Sworn affidavit
• disclosing whether or not any officer of the relevant committees of the News Agency of Nigeria or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That the company is not in receivership, the subject of any form of insolvency or bankruptcy
• that the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence such as fraud or financial impropriety;
viii. Electricity jobs: Evidence of current licence issued by Nigerian Electricity Management Services Agency (NEMSA)
ix. Services: evidence of firm’s current registration with Centre for Management Development (CMD);
x. For lots G3, C1 & C4: evidence of firm’s current registration with centre for management development (CMD), and professional qualifications at least three (3) key technical staff as registered Animal Scientists, (RAS) with current Annual Practicing License (APL);
xi. Company’s Audited Accounts for the last three years (2021, 2022, 2023);
xii. Lot G1: evidence of current registration/accreditation with computer professional registration council of Nigeria and the National information Technology Development Agency (NITDA);
xiii. Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
xiv. Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications COREN, QSRB, ARCON etc
xv. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
xvi. Works: List of Plants/Equipment with proof of Ownership/Lease agreement;
xvii. Evidence of Remita payment for bidding documents;
xviii. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
Note: All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
NB: Non-compliance with any of the stated criteria shall result in automatic disqualification of the bidder. Interested eligible bidders may obtain further information from the procurement unit between 9:00am – 4:00pm (Mondays – Fridays) except Public Holidays at the Procurement unit on 3rd floor, room 207, News Agency of Nigeria (NAN) Headquarters, Abuja.

4. COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
Tender documents to be obtained from the Procurement Unit on 3 Floor Room 207, News Agency of Nigeria (NAN) Headquarters, Abuja on presentation of a copy of the original Treasury Receipts of non-refundable Tender fee of N10, 000.00 per Lot paid into NAN’s TSA A/C No: 0020092461018. Interested Firms in the Consultancy Service will not pay at this stage until after shortlisting.

5. SUBMISSION OF TENDER DOCUMENTS
1. The Completed Technical and Financial bids are to be submitted in TWO (2) COPIES EACH WHICH WILL INCLUDE ONE (1) ORIGINAL AND ONE (1) COPY. The documents should be in TWO (2) SEPARATE SEALED ENVELOPES clearly marked “TECHNICAL BID’ and ‘FINANCIAL BID ‘and both sealed in a third envelope marked with the APPROPRIATE PROJECT TITLE AND LOT NUMBER at the top right hand corner and addressed to the The Managing Director, News Agency of Nigeria, Wada Maida House, Independence Avenue, Central Business District, Abuja.
2. The Name & address of the Company should be written at the reverse side of the envelope.
3. All submissions are to be dropped in the designated Tender Box on the 3rd Floor Room 207, News Agency of Nigeria (NAN) Headquarters, Abuja not later than 12:00 noon Monday, 13th May, 2024.

6. SUBMISSION OF EXPRESSION OF INTEREST (EOI)
Interested Firms in the Consultancy Service are to submit the Expression of Interest (EOI) in three (3) hard copies (one original & two copies). The EOI should be addressed as indicated above and submitted not later than 12:00 noon Monday, 29th April, 2024.

7. OPENING OF EOI AND TECHNICAL BIDS
The EOI and the technical bids will be opened immediately after the deadlines for submission at 12:00 noon Monday, 29th April, 2024 and 12:00 noon Monday, 13th May, 2024, respectively, in the Agency’s Headquarters Abuja in the presence of Bidders and their representative while the financial bids will be kept un-opened.

8. GENERAL INFORMATION
a. All submitted documents shall be referred to relevant agencies for verification;
b. EOIs/Bid must be in English Language and signed by an official authorized by the bidder;
c. No company is allowed to bid for more than two (2) lots;
d. EOIs/Bids submitted after the deadline for submission would be returned un-opened;
e. All costs will be borne by the bidders;
f. The EOIs/technical bids will be opened in the presence of CSOs and professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online;
g. Goods & Works: Only successful bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un- successful bidders will be returned un-opened;
h. Services: Only shortlisted Firms will be invited at a later date for collection of Request for Proposals;
i. The News Agency of Nigeria is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
