INVITATION FOR PRE-QUALIFICATION AND TENDER FOR YEAR 2024 TETFUND ANNUAL INTERVENTION ON MAINTENANCE AND ICT 2024R/SX288
1. INTRODUCTION
The Niger Delta University Wilberforce Island invites interested, competent and reputable contractors to make submission for pre-qualification and tender for the 2024 TETFUND ANNUAL INTERVENTION 2024R/SX288.
2. SCOPE OF WORK
The scope of work consists of the Renovation of Lecture Hall, Pediatric Building and Procurement of computers
3. DESCRIPTION OF THE WORKS
LOT 1: Renovation of Lecture Hall building comprising: Demolition Works, Masonry works, replacement/repairs of defective steel fabricated doors with ironmonger, shutters and Hatches, Replacement and maintenance of the damaged walls and floor finishes, painting and decoration works, replacement of damaged suspended ceiling finishes, installation of fittings and equipment (blinds), electrical and mechanical services, including associated external
LOT 2: Renovation of pediatric building comprising: demolition work, replacement of aluminum fabricated casement windows, curtain walls, masonry works, replacement of defective steel fabricated doors with iron monger with accessories, replacement and maintenance of the damaged floor finishes, painting and decoration works, installation of fitting (blind and mosquito nets), mechanical and electrical services, including associated external works.
LOT 3: Procurement of HP 200 G4 21.5” screen 22 all in one desktop (9US61EA) Intel Core i5 Processor 12th Gen 8GB RAM, 512GB Solid State Drive, WINDOWS 10
4. ELIGIBILITY REQUIREMENTS
Prospective bidders should submit the following documents for pre-qualification:
a. Evidence of certificate of incorporation issued by the Corporate Affairs Commission (CAC) including, form CAC 1.1 or CAC 2 and CAC 7;
b. Evidence of Company’s current Annual returns to CAC;
c. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December 2024;
d. Evidence of Pension Clearance Certificate valid till 31st December 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
e. Evidence of Industrial Training Fund (ITF) compliance certificate valid till 31st December 2024 (this requirement is only applicable to bidder whose number of staff is 5 and above or bidder’s annual turnover is N50m and above);
f. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2024;
g. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2024; or valid certificate issued by BPP;
h. Sworn affidavit
– Disclosing whether or not any officer of the relevant committees of the Niger Delta University Wilberforce Island or the Bureau of Public Procurement is a former of present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bids are true and correct in all particulars;
– That no director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– That the company is not in receivership, the subject of any form of insolvency of bankruptcy proceedings or the subject of any form of winding up petition or proceedings.
– That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
i. Company’s Audited Accounts for the last three (3) years 2021, 2022, 2023
j. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility not less than N1 Billion for the execution of the project when needed;
k. Company’s Profile indicating its activities, with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
l. For Supply Of Equipment: Letter of Authorization as the representative of the Original Equipment Manufacturer (OEM);
m. Verifiable documentary evidence of at least (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
n. List of plants/equipment with proof of ownership of lease agreement;
o. For joint venture/partnership, memorandum of understanding should be provided (CAC, Tax Clearance Certificate, Pension clearance certificate, ITF compliance Certificate, NSITF Clearance certificate, IRR and sworn affidavit are compulsory for each JV partner);
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
5. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the Office of the Director, Physical Planning, Niger Delta University between the hours of 9:00am to 3:00pm from the Date of publication, upon presentation of evidence of payment of a non-refundable tender fee (bank draft) of N10, 000.00 at the Bursary department of the University. The drafts should be made payable to the Bursar Niger Delta University, Wilberforce Island.
6. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bids in two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to The Registrar Niger Delta University Wilberforce Island Bayelsa State and clearly marked with the name of the project and lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender box at the Registrar’s Office not later than 12:00noon Tuesday, 29th October 2024.
7. OPENING OF TECHNICAL BIDS
Only the technical bids will be opened immediately after the deadline for submission at 12:00noon Tuesday, 29th October 2024 at the Vice Chancellor’s Conference Room. Companies or their representatives, Civil Societies Organizations (CSO), Professional Bodies and members of the general public are invited to witness the bids opening exercise.
8. GENERAL INFORMATION
a. The university will verify any or all the claims made by Applicants and shall disqualify any Company whose claims are found to be false in addition to other sanctions that may be deemed necessary;
b. Bidders who have worked for the University and have a history of poor performance, abandonment, termination and/or prolonged contract execution period need not to apply;
c. All submission pages must be duly initialed by the company;
d. Non-compliance to the instructions will lead to disqualification.
e. Bids must be in English language and signed by an official authorized by the bidder;
f. This invitation shall not be construed to be commitment on the part of the University nor shall it entitle any company to make any claims whatsoever and seek indemnity from the university, by virtue of having responded to this advertisement;
g. Bids submitted after the deadline for submission would be returned un-opened;
h. Attendees at the bid opening shall be required wash hands, use hand sanitizer, wear face mask and observe physical distancing. The Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online;
i. Only pre-qualified bidders at technical evaluation will be invited at the later date for financial bids opening, while the financial bids of un-successful bidders will be returned unopened;
j. The Niger Delta University Wilberforce Island is not bound to pre-qualify any bidder and reserves the right to annual the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
