  1. The Federal Republic of Nigeria has received Financing from the World Bank, and AFD toward the cost of the Nigeria Digital Identification for Development Project and intends to apply part of the proceeds toward payments under the contract for Procurement and Customization of a Learning Management Solution (LMS).
  2. The Project Implementation Unit, Nigeria Digital Identification for Development Project now invites sealed Bids from eligible Bidders for Procurement and Customization of a Learning Management Solution (LMS) (A comprehensive learning management solution (LMS) to effectively train and certify enrolment FEPs and their enrolment agents for onboarding to the device management system that will be used to enroll eligible persons for a NIN. All training modules provided by the LMS are based on the LAF guidelines and is a criterion for certifying FEPs and their enrolment agents. It will also be a repository for NIMC-ID4D developed documents for the access and learning of the public).
  3. Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers-Procurement in investment projects financing” September 2023 (“Procurement Regulations”). In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest and is open to all eligible bidders as defined in the Procurement Regulations.
  4. Interested eligible Bidders may obtain further information from Project Implementation Unit, Nigeria Digital Identification for Development Project, Tito Temitayo Ejanavi – Project Coordinator, ihiabe@nigeriadid4d.org, Procurement@nigeriadid4d.org, and inspect the bidding document during office hours 0900 to 1700 at the address given below.
  5. The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of (N25,000.00) Twenty-Five Thousand Naira Only. The method of payment will be by direct payment to the account details. The documents will be sent by Email.
