INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR DEPTH RECOVERY OF NLNG MATERIAL OFFLOADING (MOF) JETTY AND BONNY OIL AND GAS TERMINAL (BOGT) SLOT
INTRODUCTION
Nigeria LNG Limited (NLNG) Production plant located on Bonny Island, Rivers State, Nigeria, consists of six (6) natural gas liquefaction trains with a total capacity of twenty-two (22) million tons of liquefied Natural Gas (LNG) and five (5) million tons of Natural Gas Liquids (NGL) per annum. The production plant is operated by a dedicated team of operators, specialists and service providers who ensure continuous production round the clock.
NLNG hereby invites interested companies with the requisite experience detailed below to express their interest to participate in the tendering for this service.
SCOPE OF WORK
1. Carry out maintenance dredging and bring BOGT slot entrance and adjacent berths on both NLNG and SPDC sides (areas bounded by coordinates A to L with an area of 7.9 Hectares) from less than 2.0m in some areas to the safe design depth of 5.0m lowest Astronomical Tide (LAT).
2. Details as contained in the accompanying bathymetric survey chart of the area.
3. The dredged material is to be removed and disposed via pipeline.
COMMENCEMENT AND DURATION
The expected date of commencement of the services contract is Q2 2024 (1st July) and the duration will be three (3) months with an option to extend for one (1) month based on high quality service performance. This will be at NLNG’s sole discretion.
PRE-QUALIFICATION
1. Evidence of valid licences, permits and statutory requirements provided as listed;
a. Registration with Nigeria Maritime Administration and Safety Agency (NIMASA)
b. Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) permit with dredging as service category.
c. CAC document: Certificate of Incorporation and CAC Status Report.
2. Compliance with NCDMB requirements
3. Valid Insurance policies:
a. Employers Liability (Workman’s Compensation).
b. Public (Third Party) Liability.
4. Evidence of ownership of vessel or availability of MOU with vessel owner. (MOU must show as a minimum duration of partnership and specific vessel, jointly signed by managing Directors or Senior Management of both companies.
5. Tenderer must not be undergoing any bankruptcy or insolvency proceedings or seeking to appoint a trustee, receiver, or liquidator of any substantial party of its assets; evidence of sworn affidavit.

7. Minimum equipment requirement – suitable cutter suction dredger (CSD) for soil removal of the proposed area and closed proximity of jetty piers or approved equal with below
a. Length overall: 50m70m
b. Breadth: 8m-15m
c. Draft: 1.50m-3.00m
d. Suction pipe diameter: 550mm-750mm
e. Discharge pipe diameter: 500mm-700mm
f. Maximum dredging depth: 15.0m
g. Cutter power: 150kw-1000kw
h. Discharge pump power: 7000kW-2000kW
i. Evidence of equipment availability for immediate inspection and deployment.
Compliance with Nigerian Content (NOGICD ACT 2010)
The Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 supports and details expected Nigerian Content deliverables within contracts in the Nigerian Oil and Gas industry.
NLNG is committed to the development of the Nigerian Oil and Gas business in the compliance with the NOGICD Act 2010 for Nigerian Content Development.
Interested Companies shall comply with the Provisions of the NOGICD Act that relate to the scope mentioned in Section 2 and, in particular, comply with the minimum Nigerian Content target for the scope which are covered in the Act.
Failure to comply with the NOGICD Act or demonstrate commitment to the Nigerian Content Development Policy of the Nigerian Government shall result in disqualification from bidding for this contract.
GENERAL NIGERIAN CONTENT REQUIREMENT
Companies responding to this advertisement are required to submit the following in compliance with NOGICD ACT, 2010 for this Expression of Interest.
• Develop a Nigerian Content Execution Plan (NCEP), which shall explain the methodology of how contractor intends to comply with the requirements of The Act; how it intends to give first consideration to services provided from within Nigeria; how bidder would maximize the utilization of Nigerian resources (labour, materials, and services) in the execution of this contract. Maximizing Nigerian Content is a key project priority.
• Demonstrate that entity is a Nigerian indigenous company having more than 51% Nigerian equity shareholding in the registered entity. Tenderer shall submit certified true copies of CAC forms 10, 02 & 07.
• Tenderer should submit corporate organizational and project/contract specific organogram, listing names and nationalities of all personnel but not limited to project Manager, Supervisor etc. that will be involved in the execution of the work scope.
• Provide detailed description of the location of in-country committed facilities & infrastructure in Nigeria to support this contract.
• in line with the NCDMB Human Capacity Development initiative, the tenderer shall commit to providing project-specific training, utilizing OGTAN registered trainer(s) or other approved NCDMB approved institution(s).
• The tender shall provide evidence of registration on the NCDMB NOGIC JQS
• The tender shall provide evidence of a valid and relevant category 1,2,3,4 or 5 NCEC for construction and Moveable Equipment Group (EC).
• The tenderer shall ensure the utilization of only Nigerian owned vessel(s) with valid Nigerian Content Marine Vessel Certificate (NCMVC)
• The tenderer shall provide a plan to ensure the utilization of Nigerian Banks, legal firms, and insurance companies.
SUBMISSION OF RESPONSES
Submission in response to the above requirements shall be completed strictly in accordance with the instructions given in this publication.
Failure to submit any of the documents requested herein may result in the disqualification of the company.

b. This advertisement for EOI shall not be construed as a commitment by NLNG, nor shall it entitle respondents to claim any indemnity from NLNG and/or any of its shareholders by virtue of having responded to this advertisement.
c. This EOI is a simple invitation for interested vendors are to express interest in providing the indicated services and does not warrant any further feedback from NLNG hereafter.
d. If you do not hear from NLNG within 3 months of submission of this publication, it should be taken that your application was not successful.
