INVITATION TO TENDER AND EXPRESSION OF INTEREST (EOI) FOR 2024 PROJECTS
1. INTRODUCTION
The Nigeria Security and Civil Defense Corps (NSCDC) is desirous of utilizing part of the funds under the year 2024 Appropriation Act to execute projects in Abuja and other parts of the country. Accordingly, the Corps invites qualified, Interested and Eligible Contractors to tender for the following works:

CATEGORY A: WORKS
Lot W1 | Construction of NSDC tailoring workshop comprising of a tailoring work station (Tailoring Pool), 6 offices, reception, store & toilets at National Headquarters Abuja |
Lot W2 | Construction and furnishing of Area Command Offices at Zamfara, Yobe, Plateau, Edo, Ebonyi and Ondo States. |
Lot W3 | Construction& furnishing of two(2) NSDC Divisional offices each at Kwara, Nasarawa, Edo, Cross River, Ondo, Oyo, Gombe, Taraba, Jigawa, Kebbi, Abia and Imo States |
Lot W4 | Perimeter fencing of staff medical centre at NSCDC NHQ Abuja. |
Lot W5 | Construction of parade ground at NSCDC command & staff college, Jos |
Lot W6 | Construction of 3km Internal Access roads at NSCDC NHQ |
Lot W7 | Construction of 4-bedroom duplex with BQ for senior officers of NSCDC along airport road, Abuja |
Lot W8 | Construction of parade ground at NSCDC training school, Udege, Nasarawa State |
Lot W9 | Renovation of senior and junior officers Mess at NSCDC NHQ Abuja |
Lot W10 | Renovation of the administrative complex at NSCDC NHQ Abuja |
Lot W11 | Construction of gender theatre at NHQ, NSCDC. |

Lot G1 | Purchase of operational vehicles/quad motorbikes |
Lot G2 | Procurement of operational and communication equipment |

Lot G5 | Feeding, maintenance, and medication for dogs |

CATEGORY C: SERVICES
Lot S1 | Training and empowerment of local community security men in selected communities, Ewekoro and Ifo LGA of Ogun State |
Lot S2 | Special training program for NSCDC rapid response squad on countering violent crimes |
Lot S3 | Training and capacity development for NSCDC personnel on protective security |
Lot S4 | Joint training and capacity development for security agencies personnel |
Lot S5 | Training of recognized vigilante groups, retired security personnel and host community members |
Lot S6 | Training on building human dimensions of security and security resilience in host communities |
Lot S7 | Sensitization workshop for senior NSCDC officers |
Lot S8 | Training workshops for NSCDC information managers and other media organizations |
Lot S9 | Digitalization of PGC registration, licensing and biometrics of guards |
Lot S10 | Installation of first phase of solar system in finance block, comprising 55 offices at National Headquarters office complex, Abuja. |
3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7 business name where applicable;
b. Evidence of updated annual returns with CAC;
c. Evidence of Company’s Income Tax Clearance Certificates for the last three (3) years valid till 31st December 2024 with minimum average annual turnover of N300 Million for the works and goods and N20 million for services;
d. Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
e. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
f. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
g. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
h. Sworn affidavit
• disclosing whether or not any officer of the relevant committees of the Nigerian Security and Civil Defence Corp or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
• That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
• That the company does not have existing loan or financial liability with a bank, other financial institutions of third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.
i. Company’s Audited Accounts for the last three years (2021, 2022 & 2023);
j. Comprehensive Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSDRBN, ARCON, CORBON etc;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l. List of Plants/Equipment with proof of Ownership/Lease agreement;
m. Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
n. Only companies included in the National Automotive design and development Councils approved list of Local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
o. For supply of equipment: Letter of Authorization as representative of the Original Equipment Manufacturer (OEMs)
p. Services: evidence of firm’s current registration with relevant regulatory professional body(ies) such as Security background firms, media consulting firms etc
Note: All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
4. COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
Interested companies are to collect the Standard Bidding Documents (SBD) from Tenders “Board Secretariat, procurement Department, Nigeria Security and Civil Defence Corps, National Headquarters, Shehu Ya’aduar Way, Sauka, Abuja on evidence of payment of a non-refundable Tender Fee of N10,000.00 per lot paid into Nigeria Security and Civil Defence Corps’ Remita Account in any reputable commercial Bank in Nigeria.
5. SUBMISSION OF TENDER DOCUMENTS (GOODS & WORKS)
Prospective bidders are required to submit technical and financial bids packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, the two sealed envelopes should be put together in a bigger sealed envelope and indicate at right hand corner the appropriate Job title, Lot Number and Name of Bidder clearly written on the reverse side and addressed to:

The bid should be submitted at the procurement secretariat not later than 12:00 noon, Monday, 27th May, 2024.
6. SUBMISSION OF EOI (SERVICES)
Interested firms in services are to submit the Expression of Interest (EOI) for each of the lot desired, in three (3) hard copies each (one original & two copies). The EOI should be addressed as indicated above and submitted not later than 12:00noon Monday 29th April, 2024. The name of the company should be written on the reverse side of the envelope.
7. OPENING OF EOI & TECHNICAL BIDS
EOI: the EOIs will be opened immediately after the deadline for submission at 12:00noon Monday 29th April, 2024 at Dr. Ade Abolurin’s Auditorium, NSCDC NHQ Shehu Ya’ardua Way, Sauka, Abuja.
Goods & Works: only the technical bids will be opened immediately after the deadline for submission at 12:00 noon, Monday, 27th May, 2024 at Dr. Ade Abolurin’s Auditorium, NSCDC NHQ Shehu Ya’ardua Way, Sauka, Abuja.

8. PLEASE NOTE
i. EOIs/Bids must be in English Language and signed by an official authorized by the bidders
ii. EOIs/Bids submitted after the deadline for submission would be returned unopened;
iii. Contravening any of the instructions in this advertisement shall lead to disqualification of EOI/bid
iv. The advertisement shall not be construed as a commitment on the part of NSCDC to award contract to any contractor, nor shall it entitle any contractor, submitting documents to claim any indemnity from NSCDC;
v. Each EOI/Bid should contain a table of contents and properly paginated.
vi. Goods: Only pre-qualified bidders at technical evaluation will be invited at later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
vii. Services: Only shortlisted firms will be invited at a later date for collection of Request for Proposals
viii. NSCDC is not bound to prequalify and bidder reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007.
