CASING AND TUBING RUNNING SERVICES

1. INTRODUCTION
The Nigerian Agip Oil Company Limited (NAOC) intends to issue contract for CASING AND TUBING RUNNING SERVICES on NAOC Land and Swamp Area wells, for three (3) years firm period plus one (1) year optional extension.
2. SCOPE OF WORK
a. CONTRACTOR shall provide materials (liner hangers and floating equipment) and services for NAOC drilling campaign which is foreseen within Nigerian Onshore Niger Delta Basin
b. CONTRACTOR shall guarantee the availability in the area of operation of a Service Base adequate inventory of equipment (rental) and relevant consumable and spare parts.
c. CONTRACTOR provide technical interface to COMPANY. d) CONTRACTOR provide the necessary equipment and goods, including consumable, spares and maintenance.
d. Inspection of the equipment prior each job at rig site or any other designated site shall be done by the Company.
e. CONTRACTOR shall implement additional work requested by COMPANY. If such additional work is not part of CONTRACTOR’S price lists or catalogues, CONTRACTOR and COMPANY shall mutually agree the scope and terms under which the service is provided.
f. Carry out, co-ordinate and move CONTRACTOR equipment and goods to and from the WELL SITE/EMBARKATION POINT.
g. Implement a program for maintenance and calibration of the equipment. Such program shall be available for COMPANY’s verification.
h. CONTRACTOR shall provide all the quality control and HSE documents related to personnel and to the supplied tools, equipment and materials.
i. CONTRACTOR shall prepare and submit the necessary detailed technical reports and other documentation as directed by COMPANY.
3. MANDATORY REQUIREMENTS
a. To be eligible for this tender exercise, interested contractors are required to be pre-qualified under Product Code 3.04.04 – Casing and Tubing Services, in the NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified Suppliers in these categories as at the closing date of this advert will receive Invitation to Technical Tender (ITT).
b. To confirm if you are pre-qualified and view the product/service category you are listed for: Open www.vendors.nipex-ng.com and access NIQS with your log in details, click on continue Joint Qualification Scheme tool, click check my supplier status and then click supplier product group.
c. If you are not listed in a product/service category but you are registered with DPR to do business, contact NipeX office at 8/10 Bayo Kuku Road, Ikoyi, Lagos with your DPR certificate as evidence for necessary update.
d. To initiate the JOS pre-qualification process, access www.nipex-ng.com to download an application form, make necessary payments and contact NipeX office for further action.
e. To be eligible, all tenders must comply with the Nigerian Content requirements in the NipeX system.
4. NIGERIAN CONTENT REQUIREMENTS
a. Demonstrate that entity is a Nigerian-registered company with greater than or equal to 51% Nigerian shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 23,24, 25, etc) and other evidence of entity’s incorporation, shareholding & ownership structure in Nigeria. Tenderer shall provide evidence of registration on the NCDMB NOGIC JQS.
b. Tenderer shall provide detailed description of the location of in- country committed facilities not limited to technical and administrative office.
c. Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
d. Tenderer shall provide evidence of category 1,2, 3 or 4 NCEC for Services and Support group NCEC demonstrating ownership Casing and Tubular equipment to execute the work scope.
e. Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
f. CLOSING DATE
Only tenderers who are pre-qualified and (LIVE’ status) on NJQS Product/Service Category 3.04.04-Casing/Tubing Running Services as at 19th July, 2023 shall be invited to submit Technical bids.
