GENERAL MAINTENANCE OF NAOC FACILITIES (BUILDING/ESTATE SERVICES) IN PORT HARCOURT BASE, LAND AREA & SWAMP LOCATIONS

1. INTRODUCTION
Nigerian Agip Oil Company Limited (NAOC) intends to put in place open contracts for General Maintenance work comprising of civil infrastructures, mechanical and electrical services in NAOC JV Main Base Office Complex area in Port Harcourt, Land Area and Swamp Area Locations with the company detailed request via Call off Procedures, with effect from Q1 2024.

These locations are divided into 3 lots, which area as follows:
Lot 1 Port Harcourt Main Office Building, Training Building, NAE Building, Old Canteen, Telecom Building, Warehouses, Archive Building Areas, Powerhouse, Transport Building, Fire watch point, main gate buildings and offices, residential area buildings, Obiafu Guest House, clinic, Boys quarter & Helipad area, 14 contracts to be awarded from LOT 1, all at lowest bidder rate
Lot 2 Land area Ob/Ob residential Ebocha Oil Centre & residential obiafu/Obrikom Gas plant, Kwale Gas Plant and residential Idu flow station & residential, Akri Flow station & Residential Iri Flow station & Residential, Oshie Flow station & Residential, Sambari Clusters & Residential (3 contracts to be awarded from LOT 2; at all lowest bidder rate.
Lot 3 Swamp Area Brass, Clough Creek, Beniboyem Ogbainbiri, Obama, Tebidabo (3 contracts to be awarded from LOT 3; at all lowest bidder rate.

Based on the above, it is foreseen to award ten (10) contracts from the above described 3 lots, bidders are expected to participate in all LOTS, but no bidder shall win more than LOT/Contract having passed the technical evaluation and met the NCDMB conditions for the assigned LOT.
NAOC therefore uses this medium to inform suitable and reputable companies having requisite experience and resources for the execution of project of this magnitude to register or update their registration with Nipex for consideration in the subject opportunity.

SCOPE OF WORK
The scope of work to be performed ranges from the Civil, Mechanical & Electrical Maintenance of the facilities which also include, but not limited to the following activities.
• The work shall be executed in accordance with the enclosed basic engineering specifications and practice to an acceptable standard (i.e consistent with good engineering maintenance practice and recognized international standards).
• To minimize interruptions to the existing installations, the CONTRACTOR shall take all steps in the form of adequate planning and preparations for the execution of the work
• The CONTRACTOR shall consult with COMPANY’s designated representative to determine access routes prior to the mobilization of any kind of equipment Proper evaluation of surface conditions and load bearing capabilities of the chosen routes are to be ascertained and, if necessary up graded to withstand the greatest anticipated bad (Only COMPANY’s approved methods will be employed)
• CONTRACTOR shall examine all existing facilities adjacent to the works before commencement of operations. He will then ensure that existing equipment and operations are not adversely affected. If it becomes apparent that disruption is unavoidable, it shall be reported to the COMPANY’s designated representative at the earliest opportunity
• The CONTRACTOR is to ensure, that all lorries/equipment to be mobilized, are suited to the existing local conditions Care must be exercised by all parties to avoid inconvenience and disruption to local communities both in the area of the project and adjacent to supply routes
• The CONTRACTOR shall be responsible for obtaining all necessary permits from COMPANY’s designated representatives
• The CONTRACTOR shall, at COMPANY’s request at any time during the execution of the works, undertake to remove all waste debris from the site so as to maintain a clean tidy and safe working environment.
• The CONTRACTOR shall at all times take suitable precautions to ensure the safety of all personnel on site and of the general public where they may be affected by the construction of the works or maintenance of the existing structures Weekly inspections of cranes hoists and other lifting appliances shall be carried out by a competent responsible person employed by the CONTRACTOR and be supervised by the COMPANY’s Representative
• The CONTRACTOR shall provide and maintain in a readily accessible position on the Work Site a fully equipped medical First Aid post and shall ensure that trained personnel are available to administer First Aid at all times that work of any nature is in progress on site

2. MANDATORY REQUIREMENTS
a. To be eligible for this tender exercise, interested contractors are required to be prequalified (4.05.08) – Accommodation/Office/Workshop/Storage Modules, Building including service stations of NipeX Joint Qualification System (NJQS) database.
All successfully pre-qualified suppliers in these categories will receive Invitation to Technical Tender (ITT).

c. If you are not listed in a product/service category but you are registered with NUPRC to do business, contact Nipex office at 8, Bayo Kuku Street, Ikoyi Lagos with your NUPRC certificates as evidence for necessary update.
d. To initiate the JQS pre-qualification process, access www.nipex-ng.com to download application form, make necessary payments and contact Nipex Office for further action.
e. To be eligible, all tenders must comply with the Nigerian Content requirements in the Nipex system.

3. NIGERIAN CONTENT
1. Tenderer shall demonstrate evidence of being a Nigerian indigenous company having greater than 51% Nigerian shareholding. Provide evidence of company Ownership Structure forms CO2 and CO7, registration on NOGIC JQS and NUPRC certificate.
2. Detailed description of the location of in country committed facilities & infrastructure (Administrative/Technical offices, catering facilities) in Nigeria to support this contract.
3. Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project Specific training, man hour budget, skill development and understudy plan for Nigerian personnel utilizing OCTAN registered trainer(s) or other approved NCDMB training institution(s).
4. Tenderers shall provide evidence of either of the under listed NCEC demonstrating capacity to execute the work scope:
• Category 12,3,4 or 5 Construction and Movable Equipment EC group.
• Category 1,2,3,4 or 5 Non movable asset (DA) NCEC demonstrating capacity to deploy skilled personnel.
5. Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume

4. CLOSING DATE
Only tenderers who are pre-qualified with and ‘LIVE’ on NJQS Product/Service category, the 4.05.08 – Accommodation/Office/Workshop/Storage Modules, Building including Service stations as at 28th of August, 2023 by 16:00hrs (WAT), being the advert close date shall be invited to submit Technical Bids.
