INVITATION FOR TECHNICAL AND FINANCIAL TENDERS FOR THE PROCUREMENT ACTIVITIES OF WORKS, GOODS AND SERVICES IN THE IMPLEMENTATION OF 2026 CAPITAL AND ZONAL INTERVENTION PROJECTS
1.0 INTRODUCTION
1.1 Nigerian Stored Products Research Institute Is a Federal Government Parastatal Under the Federal Ministry of Agriculture and Rural Development with Mandate into Post Harvest Storage Research of Farm Produce and Animal Products.
2.0 SCOPE OF PROJECTS
2.1 The Institute intends to carry out Procurement Activities under the 2026 Budget Appropriation Act. The 2026 Capital Budget of the Institute as amended, Cover the Operations in Goods, Works and Services respectively, and which Requires Provision of Equipment; Fabrication; Facilities; Rendering Research Services; Training; Empowerment; Value Addition; And Also, Construction Activities to Be Executed in The Headquarters and Zonal Offices. This Various Activities Are Grouped into Lots Under Works, Goods and Services. The scope of the Projects Includes:

3.0 ELIGIBILITY CRITERIA
For purposes of evaluation, interested Contractors/Consultants should supply the under listed information including but not limited to the following:
i. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7;
ii. Evidence of Company Income’s Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2026; with minimum average annual turnover of N50 million for Works, and N30 million for Goods & Services
iii. Evidence of Pension Clearance Certificate valid till 31st December, 2026(this requirement is only applicable to bidders whose number of staff is 15 and above);
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP;
vii. Sworn Affidavit not earlier than Monday, 31st March, 2026.
a. A sworn affidavit certifying that the company is not in receivership, insolvency or bankruptcy.
b. A sworn affidavit that no officer of Nigerian Stored Products Research Institute (NSPRI) or Bureau of Public Procurement is a Director or Shareholder or has any pecuniary interest in the bidder.
c. A sworn affidavit that none of the Directors of the Company has been convicted for criminal offence in relation to fraud or financial impropriety in any court in Nigeria or elsewhere.
d. That all information presented in the bid is true and correct in all particulars.
viii. Company’s Audited Account for the last three (3) years (2023, 2024 and 2025).
ix. Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
x. Company’s profile with the Curriculum Vitae of the Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
xi. Consultancy Service: Evidence of Firm’s current registration with the relevant regulatory professional body(ies);
xii. Training: Company’s valid training license issued by Centre for Management Development (CMD);
xiii. Electricity jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);
xiv. For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs);
xv. Verifiable document evidence of at least three (3) years similar jobs executed in the last five (5) years including Letter of Award, Valuation Certificates, Job Completion Certificate and Photographs of the Projects.
xvi. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter Head Paper must bear Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 COLLECTION OF TENDERS
Interested companies are to collect Standard Bidding Documents (SBD) from procurement unit of the Institute, NSPRI Administrative Annex Building at Km3 Asa Dam Road Ilorin upon the payment of non-refundable sum of N10, 000 only payable to Nigerian Stored Products Research Institute (NSPRI) through Remita platform. Bidders are advised to visit NSPRI Account section for RRR generation, this is very important so as to have hitch free in the process of RRR generation.
5.0 SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit for each of their desired Lot, two (2) hard copies each of the technical and financial bids packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope and addressed to Executive Director, Nigerian Stored Products Research Institute (NSPRI) and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box in the procurement unit of the Institute between the hours of 9am to 3:30pm Monday to Friday every day. Not later than Tuesday July, 28th 2026.
6.0 DEADLINE FOR SUBMISSION/OPENING OF BIDS
All Tender documents must be submitted on or before 12:00Noon, Tuesday July, 28th 2026. Bids will be opened immediately after the deadline for submission at Seminar Hall of the Nigerian Stored Products Research Institute (NSPRI) in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission Register in procurement unit, as the Institute will not be held liable for misplaced or wrongly submitted bids.
7.0. GENERAL INFORMATION
i. Bids must be in English Language and signed by an official authorised by the bidder;
ii. Bids submitted after the deadline for submission would be returned un-opened;
iii. All cost will be borne by the bidders;
iv. Please, ensure that you sign the Bid Submission Register in the Procurement unit, as the Institute will not be held liable for misplaced or wrongly submitted bids.
v. All bids will be opened in the presence of bidders or their representatives. with the physical presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency;
vi. Arrangement of Technical Documents in hard copies should follow the order in the list above and appropriately paged. The technical document should have a table of content indicating the pages, which these items are to be found. Failure to comply with this directive will result in disqualification of the bidder.
vii. Nigerian Stored Products Research Institute (NSPRI) is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the 2007 Public Procurement ACT.
