INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR PROVISION OF PRODUCTION OPERATIONS EXPANSION SUPPORT SERVICES
1.0 INTRODUCTION
NLNG production plant, located on Bonny Island, Rivers State, Nigeria, consists of six (6) natural gas liquefaction trains with a total capacity of twenty-two (22) million tons of Liquefied Natural Gas (LNG) and five (5) million tons of Natural Gas Liquids (NGL) per annum. The production plant is operated by a dedicated team of operators, specialists and service providers who ensure continuous production round the clock. NLNG hereby invites interested companies with the requisite experience as detailed below to express their interest to participate in the tendering for this service.
2.0 SCOPE OF WORK
Contract work scope is based on skill type and competences required for each set of activities as follows:
1. Operations Plant Expansion Supervisor: To support the Operations Area Shift Supervisor in the assigned plant area in preparing the permit to work, issuing the permit, and providing permit oversight function for safe work execution.
2. Operations Expansion Principal Operator: To carry out daily field operational activities in the assigned plant area for quality execution. To support the Operations Expansion Supervisor in the assigned plant area in preparing permits to work, issuing permits, and providing permit oversight function for safe work execution.
3. Operations Expansion Operator: To carry out daily field permit preparation /completion activities and provide permit oversight function in assigned plant area for safe work execution
3.0 MANDATORY REQUIREMENTS
To qualify for consideration, interested companies are required to respond to this invitation by submitting the following information/documents for consideration. Failure to submit any of the underlisted documents may lead to disqualification. Only companies considered to meet NLNG’s
invitations to tender for the Provision of Operations Support Services and/or Provision of Production Operations Specialist Services.
4.0 NIGERIAN CONTENT REQUIREMENTS
The Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 supports, and details expected Nigerian Content deliverables within contracts and projects in the Nigerian Oil and Gas industry. NLNG is committed to the NOGICD Act 2010 and Nigerian Content Development. Companies responding to this advertisement are required to submit the following in compliance with the NOGICD Act, 2010 for services.
a. Documentation to demonstrate that the entity is a Nigerian-registered company. Submission of certified true copies of CAC Forms 2A & 7A (or its equivalent) including company Memorandum and Article of Association. All companies shall be Nigerian Indigenous Service Companies having 51% and above Nigerian equity in the shareholding and ownership structure of tenderer’s legally registered entity in Nigeria by CAMA (Companies and Allied Matters Act).
b. Evidence of registration on the Nigerian Content Development Monitoring Board (NCDMB) NOGIC Joint Qualification System (JQS).
c. Evidence of valid and appropriate Nigerian Content Equipment Certificate (NCEC) for work scope of service (i.e. Consultancy Services (CS) Group NCEC for Manpower Supply).
d. The processes and procedures that explain the methodology of how it intends to comply with the requirements of the NOGICD Act 2010 (Nigerian Content Plan) and how to achieve the set target(s) in the schedule of the NOGICD Act and any targets set by the Board.
e. Details of the company’s corporate organization overall Human Resources structure (management, supervisors, senior & junior skilled officers, etc.), identifying positions manned/occupied by Nigerian nationals with evidence of type of employment in-country and identifying the positions manned/occupied by other nationals.
f. Proposed organogram for this work scope populated with nationality, qualifications of personnel and years of experience of personnel on the job (attach CV of key finance, operational and technical personnel) including a succession plan in this work scope.
g. A detailed description of the location of facilities and infrastructure (assets, equipment, technical office, and administrative space, storage, etc.) in Nigeria to support this contract, evidence that 50% of all equipment deployed to work by multinational and international companies are owned by the local subsidiaries.
h. Demonstrate willingness to carry out Human Capital Development (HCD) in compliance with the Human Capacity Development guidelines of NCDMB.
Failure to comply with the Nigerian Content Act or demonstrate commitment to Nigerian Content Development shall result in disqualification from this process.
5.0 CLOSING DATE
Submissions in response to the above requirements shall be completed strictly in accordance with the instructions given in this publication. Failure to submit any of the documents/information requested herein may result in the disqualification of the applicant.

Please Note:
a) This is not an invitation to tender. The full tendering procedure will be provided to applicants that are successful at this EOI stage, in accordance with NLNG’s pre-qualification procedures.
b) Notwithstanding the submissions of the documents for the expression of interest, NLNG is neither committed nor obliged to include any company and/or their associated companies, agents or sub-contractors on any bid list or to award any form of contract to any company and/or its associated companies, agents or sub-contractors.
c) Please be aware that this invitation to express interest does not guarantee that any company will be requested to submit an offer to NLNG; it does not constitute any form of agreement or contract between NLNG and any Company.
d) NLNG shall not be responsible for any cost incurred in responding to this invitation.
e) This advertisement for EOI shall not be construed as a commitment by NLNG, nor shall it entitle respondents to claim any indemnity from NLNG and/or any of its shareholders by virtue of having responded to this advertisement.
f) This is a simple invitation for interested companies to express their interest in the indicated work scopes and does not warrant any further feedback from NLNG hereafter. If you do not hear from NLNG within three (3) months of submission to this publication, please assume that your application was not successful.
