INVITATION FOR BIDDING

1. INTRODUCTION
The Office of the Auditor General for the Federation (OAuGF), in furtherance of its statutory mandate intends to procure Works, Goods and Services under the 2025 Financial Year in accordance with the Public Procurement Act 2007.

The Office of the Auditor General for the Federation by this publication hereby invites interested/competent Contractors/Suppliers and Accounting Firms to submit quotations for the supply of goods, works and expression of interest stated under the Scope of Work.

3. ELIGIBILITY REQUIREMENT
a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC 1.1, CAC 2 and CAC 7;
b) Evidence of Company Income’s Tax Clearance Certificate (or Personal Income Tax Certificate where applicable) for the last three (3) years valid till 31st December, 2024;
c) Evidence of Pension Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
d) Evidence of current Industrial Training Fund (ITF) compliance Certificate valid till 31st December, 2025;
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of interim Registration Report (IRR) expiring on 31/1/2025 or valid Certificate issued by BPP.
g) Evidence of Firm’s Registration with relevant professional body e.g. NAICOM/Insurance, EHORECON/Cleaning services, NITDA/CPN/Information Technology, ICAN/ANAN/Financial Reporting Service, COREN/QSRBN/ARCON/CORBON/SURCON/Construction, NSVDC/Security, ESVARBON/Estate Surveying etc.
h) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Office of the Auditor-General for the Federation or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
i) Company Audited Accounts for the last three (3) years – 2022, 2023 & 2024.
j) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
k) Company Profile with the Curriculum Vitae of key Staff to be deployed for the project, including copies of their Academic/Professional qualification (in case of construction: COREN, QSRBN, ARCON, CORBON etc);
l) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
m) List of Plants/Equipment with proof of Ownership/Lease (where applicable);

n) Category A, Lot A3-A6; and Category C; Evidence of current registration/accreditation with Computer Professionals Registration Council of Nigeria/the National Information Technology Development Agency (NITDA).
o) Category F LOT F1: Evidence of current Registration with Auditor General for the Federation, and; Evidence of Firm’s current registration with the Financial Reporting Council of Nigeria;
p) Category F LOT F2& F3: Evidence of current Registration with Centre for Management Development (CMD); and Professional Qualifications of at least three (3) key Technical Staff;
q) Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the Vehicles;
r) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the corporate Affairs Commission (CAC) Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS (Category A, B, C, D, and E)
Interested companies are to collect the Standard Bidding Document (SBD) from the office of The Secretary,
Procurement Planning Committee
Room 717B, 7th Floor,
Audit House,
Central Business District, Abuja.

On evidence of payment of a non-refundable tender fee of N10, 000.00 per Lot paid into the Office of the Auditor General’s Remita account in any reputable commercial Bank in Nigeria.

5. SUBMISSION OF TENDER DOCUMENTS (Category A, B, C, D, and E)
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the Technical and Financial bids with soft copy of financial bid only in MS Excel Format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two (2) sealed envelopes together in a bigger sealed envelope addressed to the Auditor-General for the Federation with the above address; and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box not later than 12:00 noon on Wednesday, 23rd July, 2025.

6. SUBMISSION OF EOI DOCUMENTS (CATEGORY F)
Interested firms are to submit two (2) bound of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the Auditor-General for the Federation and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped in the designated Tender box not later than 12:00 noon on Wednesday, 23rd July, 2025. Firms interested in Category F Lot F1-F3 will not pay at this stage.

7. OPENING OF BIDS
Only the EOI and Technical Bids will be opened immediately after the deadlines for submission at 12:00 noon on Wednesday, 23rd July, 2025. respectively, at Audit House Conference Room in the presence of bidders or their representatives, while the financial bids will be kept unopened. Please, ensure that you sign the Bid Submission Register, as the OAuGF will not be held liable for misplaced or wrongly submitted bids. Companies or their representatives, Civil Societies, NGO’s, Professional Bodies and members of the general public are by this publication invited to witness the bid opening exercise.

8. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorized by the bidder;
b. Bids submitted after the deadline for submission would be returned unopened;
c. Bidders should not bid for more than one (1) Lot
d. All costs will be borne by the bidders;
e. Attach proof of payment of Tender fee
f. Non-compliance to the instructions will lead to disqualification
g. Category A, B, C, D, and E: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of unsuccessful bidders will be returned unopened.
h. Category F: Only short-listed bidders will be contacted at a date for collection of Request for Proposals;
i. The OAuGF is not bound to pre-qualify any bidder and reserves the right to annul procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007.
