REQUEST FOR EXPRESSION OF INTEREST FROM INSURANCE BROKERS FOR GROUP LIFE ASSURANCE TO COVER EMPLOYEES OF THE FEDERAL
1. INTRODUCTION
The federal government of Nigeria wishes to invite interested insurance Brokers to bid for group life assurance cover for public servants for the year 2024/2025 in compliance with the Pension Reform Act 2014. The OHCSF hereby invites experienced and competent insurance brokers, to submit expression of interest in compliance with the provisions of the Public Procurement Act 2007 for the implementation of the above as follows:
2. SCOPE OF SERVICE
Insurance Brokers for group life assurance
3. ELIGIBILITY REQUIREMENTS
Interested companies are to submit the following documents:
a. Evidence of certificate of Incorporation with the Corporate Affairs Commission (CAC) including forms CAC2 and CAC7; business name with form BN1 is also acceptable for consultancy services
b. Evidence of Company’s Tax clearance certificate for the last three (3) years (year 2021, 2022, 2023) valid till 31st December, 2024;
c. Evidence of pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigerian social Insurance Trust Fund (NSITF) Clearance Certificate Valid till 31st December 2024;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g. Copies of company’s published annual report and account for the last 3 years certified by NAICOM (2021, 2022, 2023);
h. Evidence of firm’s current registration with NAICOM;
i. Sworn Affidavit: Disclosing whether or not any officer of the relevant committees of the office of head of civil service of the federation or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
j. Company’s audited accounts for the last three (3) years (2021, 2022 and 2023).
k. Company’s profile with the curriculum vitae of 6 top management staff with their qualification and insurance working experience
l. Evidence of current professional indemnity cover with limit of limit of liability of not less than N50,000,000.00 or 50% of its last annual brokerage income
m. Valid operational license certificate issued by NAICOM
n. Evidence of financial capability by submission of reference letter from a reputable commercial bank in Nigeria;
o. Verifiable documentary evidence of atleast three (3) similar jobs executed in the last five (5) years, including letters of award and certificate of completion; and
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO.) and e-mail address. The Letter head Paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4. SUBMISSION OF EXPRESSION OF INTERESTS:
a. Interested firms are to submit two (2) soft copies of expression of interest (EOI) documents. Each eligibility requirement above should be saved as separate files and stored in two (2) flash drives. The flash drives should be submitted in a sealed envelope and marked at the address below. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped in the designated tender box situated at room 219, 2nd floor, block b, federal secretariat complex, phase II not later than 12:00 noon on Wednesday, 6th November, 2024.
b. All bidders must fill the bid submission register while submitting their expression of interest in the tender box situated at the designated location, as the OHCSF will not be held liable for misplaced or wrongly submitted bids. 5. OPENING OF EXPRESSION OF INTEREST (EOI)
a. The expression of interest will be opened at 12:00 noon on Wednesday, 6th November, 2024 in the office of the head of civil service of the federation, federal secretariat complex phase II, Abuja, in the Atiku Abubakar hall, Block ‘A’ 1st floor, phase II federal secretariat, Abuja immediately after close of submission
b. In line with section 19(b) & (i) & (ii) of the PPA 2007, relevant professional bodies and non-governmental organizations (NGOs) are invited to witness the opening exercise accordingly.
6. GENERAL INFORMATION
a. Eoi must be in English language and signed by an official authorized by the bidder;
b. Eoi submitted after the deadline for submission would be returned un-opened;
c. Only shortlisted firms will be invited at a later date for collection of request for proposal’s
d. The OHCSF will not be responsible for any costs or expenses incurred by any interested party(ies) in connection with any response to this invitation and or the preparation or submission in response to an enquiry;
e. The OHCSF is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the public procurement act, 2007.
