A. BACKGROUND AND OBJECTIVE:
The federal government of Nigeria has received financing from the World Bank for the cost of the IMPACT project and intends to apply part of the proposal towards payment under the contract for the procurement of laptop PCs for HMIS officers.

1. The state project management unit-IMPACT project now invites sealed bids from eligible bidders for Ogun State impact project.

2. Bidding will be conducted through national competitive procurement using request for bids (RIB) as specified with World Bank’s procurement regulations for IBF borrowers 2021 edition “procurement regulations” and it is opened to all eligible bidders defined in the procurement regulations

3. Interested eligible bidders may obtain further information from Ogun State Project Management Unit office (Abeokuta). The IMPACT project (OGSPMU-IMPACT) is expected to receive the bidding documents during office hours of 9 am to 5 pm at the above-stated address given excluding public holidays

4. The bidding documents in English must be purchased by interested bidders upon the submission of a written application to the state address below and upon payment of non-refundable fee (100,000:00) cash to obtain the document of the SPMU-IMPACT project

5. Bids must be delivered to the address below on or before 7th November 2024. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders representative and anyone who chooses to attend at the address below

6. All bids will accompanied by a bid security of (10,000,000:00)Ten million and bidders are advised to adhere strictly to all of the above

7. Attention is also drawn to the procurement regulations requiring the borrower to disclose information on the successful bidder’s beneficial ownership, as parting the contract award notices, using the beneficial ownership discloser form as included in the bidding document

8. QUALIFICATION REQUIREMENTS INCLUDE AS FOLLOWS:
a. Evidence of previous work done of a similar nature for the past 3 years for World Bank of multilateral agencies
b. Provide evidence of the firm’s corporate registration in Nigeria or overseas
c. Audited financial statements for the last 3 years to demonstrate the financial capability of the bidder in terms of profitability and adequate working capital
d. Have a minimum of two (2) similar works done e.g. at least (N300m) that have been satisfactorily completed as prime contractor between January 2022 and the submission dealing. The qualifying supplier must be in the supply of similar goods
e. Minimum average annual turnover is supply of similar goods of at least N200m in the last three (3) years
f. Have liquidity and/or evidence of access to or availability of confirmed positive credit facilities of not less than N400m.
