INVITATION TO TENDER FOR PRE-QUALIFICATION OF CONTRACTORS FOR THE UBEC/SUBEB 2025 UBE INTERVENTION FUND PROJECTS
1. PREAMBLE
Osun State Universal Basic Education Board on behalf of Universal Basic Education Commission (UBEC), Abuja and in compliance with the due process requirements on Award of Contracts, hereby invites all interested companies and allied corporate agencies to forward their documents for Pre-qualification and subsequent bidding (by qualified contractors only) for the construction of blocks of hostels, construction of block of three classrooms, construction of blocks of two classrooms, construction of power house and transformer installation, construction of block wall fence with metal gate, drilling and reticulation of generator powered boreholes, construction of prototype block of four compartment VIP toilet, repair and rehabilitation works of existing structure, supply of sanitation and hygiene materials, supply of sporting material, supply of pupils, students and ECCDE furniture, supply of vehicle and motorcycle, supply of ICT equipment and solar installation and supply of play equipment for children.
2. SCOPE OF WORK
YEAR 2025 UBE INTERVENTION FUND PROJECTS
A. CONSTRUCTION WORKS
i. Construction of block of hostels. Lot 1-2
ii. Construction of block of three classrooms with an office. Lot 1-23
iii. Construction of block of two classrooms with an office. Lot 1-14
iv. Construction of block wall fence with metal gate Lot 1-12
v. Construction of prototype block of four compartment VIP Toilets. Lot 1-8
vi. Construction of power house and transformer installation Lot 1
B. REPAIR/REHABILITATION WORKS
i. Repair/Rehabilitation Works on existing structures Lot 1-64
C. FABRICATION/SUPPLY OF FURNITURE
i. Supply of standardized dual desk furniture for Primary Pupils. Lot 1-55
ii. Supply of standardized dual desk furniture for JS Student. Lot 1-18
iii. Supply of plastic table and four chairs for ECCDE. Lot 1-2
D. ICT EQUIPMENT
i. Supply of ICT equipment and solar installation. Lot 1-7
E. WATER FACILITIES
i. Drilling and Reticulation of generator powered boreholes. Lot 1-8
SANITATION HYGIENE MATERIALS
ii. Supply of sanitation materials. Lot 1
SPORTING MATERIALS
iii. Supply of sporting materials Lot 1
F. SUPPLY OF VEHICLES
i. Supply of 4-wheel drive pick-up vehicle. Lot 1
ii. Supply of motorcycles. Lot 1-2
3. PRE-QUALIFICATION REQUIREMENTS
i. Evidence of registration /renewal of registration with the Ministry of Works, Commerce, Industry and Cooperatives;
ii. Evidence of registration with Osun SUBEB/Renewal.
iii. Evidence of registration with Corporate Affairs Commission;
iv. Evidence of registration with Osun State Public Procurement Agency
v. Tax Clearance Certificate for the last Three (3) years.
vi. Evidence of VAT Registration.
vii. Article and Memorandum of Association;
viii. Evidence of financial capacity;
ix. Tax Payer Identification Number (TIN);
x. Evidence of previous jobs completion with Certificate of Performance;
xi. Audited Account of Bidder for the last three (3) years;
xii. List of Technical Personnel and qualifications
4. TENDER FEE
Each of the shortlisted bidder will be contacted to collect tender documents at a non-refundable graduated fee to be paid to the identified bank.
5. COLLECTION AND SUBMISSION
Collection of Pre-qualification tender documents shall commence from on 20th February, 2026 between 9.00am and 4.00pm. Completed tender document shall be in four copies (one original and three photocopies) and are to be submitted in sealed envelopes addressed to:

Sealed envelope will be received at the same address until 12.00pm 22nd April, 2026. Bid opening shall follow immediately after the submission deadline at the SUBEB Conference Hall. The representatives of the bidders and the general public are invited to witness the opening of bids.
Late submission of Tender documents will not be entertained.
Please note that
Only the bids of those who fulfil the pre-qualification and Tender criteria would be considered. Osun State Universal Education Board (SUBEB) is not duly bound to accept the lowest or any bid.
Osun State Universal Education Board (SUBEB) reserves the right to reject or all pre-qualification packages;
Full tendering procedures will be applied to tenders that are found prima facie qualified and capable of executing the listed projects
