INVITATION FOR BIDS (IFB)

RENOVATION OF THE OYO STATE HOUSE OF ASSEMBLY GUEST HOUSE
DATE OF BID ISSUANCE: WEDNESDAY, 3RD DECEMBER, 2025
1.0 INTRODUCTION:
The Oyo State House of Assembly intends to renovate the Honourable Members Guest House. Consequently, applications for tender are invited from Interested bidders as follows:
2.0 LIST OF PROJECTS
i. Renovation and repair of the existing Guest House
ii. Construction of a New 4 Bedrooms
iii. Construction of Gate House
iv. Drainage Construction and external works
v. Mechanical and Electrical Installations.
Bidding will be conducted through National Competitive Bidding procedures as specified in the Oyo State Public Procurement Guidelines for Goods and are open to all bidders as defined in the guidelines.
The {Oyo State House of Assembly} now invites sealed bids from eligible and qualified contractors for the above contract as detailed in the bidding document.
3.0 QUALIFICATION REQUIREMENTS/ELIGIBILITY CRITERIA
Interested and competent Contractors wishing to carry out the projects as described above will be required to submit the following documents:
(1) Evidence of registration with the Corporate Affairs Commission (CAC) with the inclusion of Certificate of Incorporation and Articles of Association.
(2) Company Tax Clearance Certificate for the last 3 years. (2022-2024)
(3) Possession of experience as a Prime Contractor in at least (2) projects of similar nature and complexity with verifiable letter of contract award and certificate of job completion within the last Five (5) years.
(4) Detailed Company Profile and Organizational Structure including names and telephone numbers of key personnel. (Technical/ Managerial)
(5) Evidence of Financial Capability. (Reference Letter from reputable bank)
(6) Copies of VAT registration with TIN and evidences of VAT remittances for the last 3 years. (2022-2024)
(7) Company’s Audited Accounts for the last 3 years. (2022-2024)
(8) Evidence of director(s) personal income tax clearance and development levy for the last 3 years. (2022-2024)
(9) Evidence of registration with Oyo State Bureau of Public Procurement (BPP).
4.0 IMPORTANT INFORMATION
i. Additional details are provided in the Bidding Documents.
ii. All claims must be adequately substantiated with documents and must be verifiable.
iii. The Oyo State House of Assembly shall deal directly with only the authorized Officers of Interested companies and not with their agents.
iv. This bidding exercise shall not be construed as a commitment on the part of Oyo State House of Assembly to award the contracts to anyone or even award any contract at all.
v. The Oyo State House of Assembly will not be responsible for any cost or expenses incurred by any interested party i.e. in connection with site inspections or responses to this invitation.
vi. The Oyo State House of Assembly reserves the right to annul the selection process at any time without incurring liabilities and attributing any reasons thereof.
vii. Late submission will be rejected. Interested eligible bidders may obtain further information from and inspect the bidding document at Room 57, Oyo State House of Assembly, New Office Complex, Parliament Buildings, Secretariat, Ibadan.
5.0 COLLECTION OF BIDDING DOCUMENTS
Interested bidders are to collect the bidding document as from Wednesday, 3rd December, 2025 at the Office of the Director (Administration and Supplies), Room 57 Oyo State House of Assembly, upon payment of non-refundable fee of One Hundred Thousand Naira (N100,000.00) between 9.00am and 3:30pm on work days.
6.0 SUBMISSION OF DOCUMENTS:
All completed bids should be submitted in sealed and waxed envelopes Indicating the project to the Office of the Clerk of the House, Oyo State House of Assembly
7.0 CLOSING DATE:
Bids must be submitted not later than Tuesday,16th December, 2025. Please note that the Management of the House of Assembly is not bound to accept the lowest or any particular tender.
