PROJECT TITLE:
PROCUREMENT, INSTALLATION, MAINTENANCE SERVICES OF TVET WORKSHOP EQUIPMENT AND ICT EQUIPMENT AT GOVERNMENT TECHNICAL COLLEGE, ORITA APERIN AND SAKI FOR OYO STATE MINISTRY OF EDUCATION, SCIENCE AND TECHNOLOGY

1.0 INTRODUCTION
Oyo State Government through the Ministry of Education, Science and Technology intends to carry out Procurement, Installation, Maintenance Services of Tvet Workshop Equipment and ICT Equipment at Government Technical College, Orita Aperin And Saki for Oyo State Ministry of Education, Science and Technology as presented in the table below:
2.0 LIST OF PROJECTS

Bidding will be conducted through Open Tendering Method procedures as specified in the Oyo State Public Procurement Guidelines for Goods and are open to all bidders as defined in the Guidelines.
OYO STATE MINISTRY OF EDUCATION, SCIENCE AND TECHNOLOGY now invites sealed bids from eligible and qualified contractors for the above contracts as detailed in the bidding document.
3.0 QUALIFICATION REQUIREMENTS/ELIGIBILITY CRITERIA
Interested and competent Contractors wishing to carry out the projects as described above will be required to submit the following documents:
(1) Evidence is registration and certificate corporate Affairs Commission (CAC) with the inclusion of Certificate of Incorporation and Articles of Association.
(2) Company Tax Covenants and Certificates for the past three years. (2023-2025)
(3) Possession of Experience as a Prime Contractor in at least (2) project of similar nature and complexity with verifiable letter of contract award and certificate of job completion within the last Five (5) years.
(4) Detailed Company profile and Organization structure including names and telephone numbers of key personnel (Technical/Managerial).
(5) Evidence of financial capability, (Reference letter from reputable bank)
(6) Evidence of Director(s) Personal Tax Clearance and Development Levy for the past three years. (2023-2025)
(7) Company’s Audited Account Statement report for the past three years. (2023-2025)
(8) Copy of VAT registration with TIN
(9) Evidence of registration with Oyo State Bureau of Public Procurement (BPP)
(10) A sworn affidavit disclosing:
(a) Whether or not any officer of the relevant committee of procurement entity or bureau is a formal or present Director, Shareholder or has financial interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars
(b) That the company is not in partnership of any form of insolvency, bankrupt proceedings nor the subject of any form of widening up petition or proceedings.
(c) That none or any of the Directors of the company has been convicted in any countries for financial crime relating to fraud or financial impropriety of falsification of facts relating to any matter.
(11) Evidence of payment of non-refundable tender fee ninety-five thousand naira (#95,000.00).
(12) Letter of Consent to allow for verification of all the documents submitted
4.0 IMPORTANT INFORMATION
(i) Additional details are provided in the Bidding Documents and must be verifiable.
(ii) All claims must be adequately substantiated with documents and must be verifiable.
(iii) The OYO STATE MINISTRY OF EDUCATION, SCIENCE AND TECHNOLOGY shall deal directly with only the authorized officers of interested companies and not with their agents.
(iv) This bidding exercise shall not be construed as a commitment on the part of the OYO STATE MINISTRY OF EDUCATION, SCIENCE AND TECHNOLOGY to award the contracts to anyone or even award any contracts at all.
(v) The OYO STATE MINISTRY OF EDUCATION, SCIENCE AND TECHNOLOGY will not be responsible for any cost or expenses incurred by any interested party (i.e.) in connection with site inspections or responses to this invitation.
(vi) The OYO STATE MINISTRY OF EDUCATION, SCIENCE AND TECHNOLOGY reserves the right to annul the selection process at any time without incurring any liabilities and attributing any reason thereof.
(vii) Late submission will be rejected.
Interested bidder may obtain further information from and inspect the bidding document at the OYO STATE MINISTRY OF EDUCATION, SCIENCE AND TECHNOLOGY (Office of the Director Applied Science and Technology) between 10am and 2pm from 16 April, 2025 to 2nd May, 2025.
5.0 COLLECTION OF BID DOCUMENTS.
A complete Bidding Documents in English Language may be collected by interested bidders at the above address, upon the submission of a written application to: Office of the Director Applied Science and Technology, OYO STATE MINISTRY OF EDUCATION, SCIENCE AND TECHNOLOGY. Secretariat, Ibadan.
6.0 SUBMISSION OF BID DOCUMENTS
One (1) original copy and two (2) other copies of bids are to be delivered in sealed envelope clearly marked with the project desired, e.g., “IFB – PROCUREMENT, INSTALLATION, MAINTENANCE SERVICES OF TVET WORKSHOP EQUIPMENT AND ICT” EQUIPMENT AT GOVERNMENT TECHNICAL COLLEGE, ORITA APERIN AND SAKI RESPECTIVELY and address to: Director, Cabinet Office at OYO STATE GOVERNOR OFFICE, STATE SECRETARIAT, IBADAN and delivered at the same address on or before 12 noon on 2nd May, 2025.
7.0 BID OPENING:
Bids will be opened in the presence of bidders’ representatives who choose to attend on 2nd May, 2025 at 12 noon, Office of the Director (Cabinet).
