INVITATION FOR BIDS [IFB] DESIGN, BUILD AND OPERATION (DBO) OF AGRO-INDUSTRIAL HUB IN OYO STATE SAPZ

1. This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB dated 17th of April, 2023 and on the African Development Bank Group’s Internet Website.

2. The Federal Government of Nigeria (FGN) has received financing from the African Development Bank towards the cost of the Special Agro-Industrial Processing Zones (SAPZ) Program Phase 1, being implemented in the five (5) participating states of Kaduna, Oyo, Cross River, Imo and Ogun and intends to apply part of the agreed amount of the loan to payments under the contract for the Design, Build and Operation of Agro-Industrial Hub (AIH) in Oyo State. The project will be executed in phases. This Procurement Notice is for Phase 1 of the AIH. Future phases will require funding, and bidders are advised to structure their financial proposal accordingly.

3. The Oyo State Program Implementation Unit now invites sealed bids from eligible and qualified bidders for the Design, Build and Operation of the AIH located in Ijaiye along Ibadan – Iseyin highway, Akinyele Local Government Area (LGA). The scope of work includes Design, Build and Operate (DBO), using a site-and-services model of 300 Ha for the Agro-industrial Hub (AIH, Ijaiye). The design of the 300-hectare Agro-Industrial Hub (AIH, Ijaiye). The design of the 300-hectare Agro-Industrial Hub (AIH, Ijaiye) shall be done reflecting a phased development approach of the entire 300Ha. Phase 1, which will be executed on 100 Hectares out of the 300 Hectares, will focus on critical infrastructure as detailed in the bidding document, will focus subsequent phases will be executed following the design with expansion based on additional funding availability. Bidders must propose a design that accommodates future expansions without disrupting ongoing operations. The facilities to be provided include fencing, roads, drainage and culverts, administrative block, clinic, fire station, main gate and gatehouse, factory buildings, warehouses, power infrastructure, water facility and waste management system, among others.

4. Bidding will be conducted through the Open Competitive Bidding (International) OCB procedures as specified in the Procurement Policy for Bank Group Funded Operation (October 2015), which is available on the Banks website at http://www.afdb.org.en/projectsandoperations/procurement/new-procedure-policy, and is open to all eligible Bidders.

5. Interested eligible bidders may obtain further information from the State Project Coordinator, Oyo State Agro Processing Implementation Unit, and inspect the bidding document during office hours i.e. 09:00 to 17:00 hours (GMT +1) at the address given below.

6. The bidding document in English may be purchased by interested eligible bidders upon submission of a written application to the address below and payment of a non-refundable fee of N75,000.00 (Seventy Five Thousand Naira only). The method of payment will be made by Bank Draft payable to Oyo State Special Agro-Industrial Processing Zones or by direct deposit into First Bank, SAPZ Account Number 2042062274. The document will not be sent by delivery.

7. Bids must be delivered to the address below on or before 12.00 Noon local time on 22 April, 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 22 April, 2025 by 12.30 noon local time.

8. All bids must be accompanied by a bid security amounting to 2% of the contract sum, in the form of a bank guarantee using the format in Section IV of the bidding document and in the currency of the bid.

9. Attention is drawn to the Bank’s Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
