INVITATION TO TENDER AND INSTRUCTIONS TO TENDERERS
1.0 Preamble
WaterAid Nigeria, with support from PepsiCo under the Water Sanitation and Hygiene Improvement Project in collaboration with the Lagos State Government, and Ikorodu North Local Council Development Area, hereby invites tenders from reputable and qualified companies for rehabilitation and construction of water sanitation and hygiene facilities in the above-mentioned LCDA.
2.0 Scope of work
The scope of work includes providing access to clean water and improving sanitation facilities within Ikorodu North LCDA. This involves constructing and rehabilitating water facilities and sanitation infrastructure, ensuring equitable access to these services, and promoting hygiene practices. For this construction/rehabilitation works, companies currently engaged on WaterAid projects should not apply.
Water Facility:
• Improved water sources:
The scope involves constructing boreholes, installing water pumps, improving existing wells to provide a reliable source of clean water for the beneficiaries
• Water treatment:
The provisioning of water treatment tanks to remove harmful bacteria and viruses, ensuring the water is safe for drinking and other uses.
• Water distribution:
Implementing efficient water distribution systems, such as pipelines or storage tanks, to deliver water to the beneficiaries
• Accessibility and sustainability:
Ensuring that water facilities are accessible to the beneficiaries, including people with disabilities, and designing systems that are sustainable and can withstand environmental changes
Sanitation Work:
• Rehabilitation of sanitation facilities:
The scope covers the rehabilitation of existing toilets, to provide safe and hygienic sanitation options for the beneficiaries Ikorodu North Local Council Development Area (LCDA)
LOT 1:
• Construction of 1 solarized water facility and rehabilitation of sanitation facility at Agodo Alara Nursery and Primary School
LOT 2:
• Construction of 1 solarized water facility at Ebuwawa community
LOT 3:
• Construction of 1 solarized water facility at Omigo community
Please note that interested contractors can only bid for only one LOT
3.0 Mandatory Requirements
Companies interested in participating in the tendering process are to submit their company profiles which must contain the following:
i. Evidence of registration with the Lagos State Public Procurement Agency (PPA).
ii. Evidence of registration with Ikorodu North LCDA as a contractor eligible to carry out works within the LCDA.
iii. Evidence of registration with the Corporate Affairs Commission (CAC).
iv. Evidence of Company audited financial account and Tax Clearance Certificate for the last three years (2022, 2023 and 2024).
v. List of certified Board Members showing their designation on the Board.
vi. The forwarding letter submitting the bid documents should be signed by the Chairman of the Board or his/her alternate.
vii. Resume of technical staff (Geologist or Hydrogeologist, Civil Engineer and Electro-Mechanical Engineer) with evidence of COREN or COMEG or their equivalence.
viii. Verifiable evidence of similar projects previously undertaken, including letters of awards and Completion Certificates within the past three (3) years, also, indicate the financial value of these similar projects.
ix. Certified copies of company bank statements in the last 6 months.
x. Description and list of equipment owned by the company relevant to the project, including proof of ownership or lease or license over the equipment.
xi. A work plan indicating how the work will be carried out from start to finish and the number of days required to complete the work.
4.0 Collection and Submission of Tender Documents and Company Profiles
Interested bidders are to collect the tender documents at no cost using this link: https://shorturl.at/h6SFt The application documents are available on this link between Thursday 24th April and Thursday 8th May 2025. After this date, the application documents shall no longer be available at this site.
5.0 Mandatory Site Visit
A mandatory site visit to project locations will hold on Thursday 8th May 2025. This will be organized in conjunction with WaterAid and partners. A site visit certificate shall be issued to all companies that participate in the visit. This certificate shall form a part of the documents for submission, without which the application will be rejected at opening. Kindly ensure that you obtain a site visit certificate at the completion of the visit.
6.0 Final Submission
Completed tender documents and company profile, which shall be in THREE copies (ONE original, TWO photocopies) containing spreadsheet copy of the completed BOQ and other bid documents, including site visit certificate are to be submitted in a sealed envelope marked with the company’s Name, at the top left-hand corner, and addressed to:

Final Sealed envelopes will be received at the Office of the Council Manager, Ikorodu North Local Council Development Area, Isiwu on Thursday 15th May 2025 at 10:00am. Bid opening shall follow by 11:00am on the same date at the Procurement Unit of Ikorodu North Local Council Development Area, Isiwu.
