Scope and Criteria

1 Scope:
The Presidential Implementation Committee on Technology Transfer (PICTT), through the Delta-2 Programme, is pleased to announce a targeted Call for Proposals under the Developing Engineering Leaders Through Her (DELT-Her) Initiative. This call specifically invites women in engineering to submit applied research and development (R&D) project proposals focused on the creation or significant improvement of products, processes, or services. The initiative aims to support and elevate the role of women engineers in driving innovation, fostering inclusive technological advancement, and contributing to national development through impactful engineering solutions.

2 Programme Objectives
• To address the existing gender imbalance in the study and practice of engineering and technology in Nigeria, by sponsoring the innovative ideas of young, female engineers.
• To foster a more inclusive and diverse engineering practice landscape in Nigeria.
• To build a collaborative network of stakeholders including tertiary institutions, business, and industry leaders, who would enable a more supportive environment for women in engineering.
• To inspire the next generation of female engineers in Nigeria by making female engineering success stories more visible to them.

3 Programme Structure
Innovative engineering ideas supported under this Initiative should lead to the development of economically viable products and services that deliver tangible benefits to both the applicants and the nation. A key outcome of this effort is the emergence of sustainable, women-led startup companies. The broader success of these ventures is expected to inspire school-age girls and foster increased participation of women in engineering across all levels.

3.1 Applicant Eligibility
Lead applicants shall be female Nigerians who have attained a minimum of first degree (B.Sc./HND) and have innovative engineering ideas. The initiative targets young females aged 23 to 45 years who have developed a proposal on innovative ideas in engineering and have set up a team for the implementation of the ideas. Each team shall however be constituted of at least 60% female participants, to qualify for funding under this initiative. Failure in any of the criteria will disqualify the applicant and the respective proposal will not proceed to the next step of proposal evaluation.

3.2 Programme Procedure and Schedule

vii. Close of bootcamp (event finale and Agreement signing ceremony)

viii. Project Kickoff and Start of Funding

3.3 Project Duration and Funding
The maximum number of projects fundable under the current call for proposals by the PICTT DELT-Her initiative is (10). Funding is provided on a grant basis which is made available at project kick-off on 5 October 2025. Projects are expected to be executed within a duration of one year; additional funding does not apply during project implementation.

3.4 Proposal Submission
Detailed proposals should be submitted by the call deadline on 31 July 2025, submission portal closes by midnight on the date.

3.5 Proposal Evaluation Procedure
PICTT will independently evaluate the submitted proposals in accordance with standard national rules and regulations, within a period of five (5) weeks after the call deadline. Successful applicants will be contacted and given further directives.
