INVITATION TO TENDER FOR THE YEAR 2025 TETFUND INTERVENTION FOR ICT SUPPORT
1. INTRODUCTION
The Plateau State University Bokkos, a State University owned by the Plateau State Government intends to execute the above interventions to enhance teaching and learning and towards the realization of her set goals. In view of the above, the University in compliance with the provisions of the Public Procurement Act, 2007, hereby invites reputable Firms with proven experience to submit both Technical and Financial bids for the under-listed projects:
2. SCOPE OF PROJECTS:
LOT PROPOSED PROJECTS
1 Supply and Installation of Networking Equipment
2 Custom Software
3. ELIGIBILITY REQUIREMENTS
a) Evidence of Registration/Incorporation with the Corporate Affairs Commission (CAC), including Forms CAC2 and CAC7;
b) Evidence of Company income’s tax clearance certificate for the last three (3) years Valid till 31st December, 2025.
c) Evidence of Current Pension Compliance Certificate valid till 31st December, 2025
d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December, 2025
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate Valid till 31st December, 2025
f) Evidence of registration on the National Data Base of Contractors, consultants and service providers by submission of Interim Registration Report (IRR) expiring 31st December, 2025 or valid certificate issued by BPP to 31st December, 2025
g) Valid Sworn Affidavit referenced to Plateau State University Bokkos for the interested Lot disclosing;
– Disclosing whether or not any officer of the relevant committees of the Plateau State University, Bokkos or the Bureau of Public Procurement is a former or present Director, Shareholder or has any Pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– That no Director of the firm has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of fact relating to any matter
– That the company is not in receivership, the subject of any form of insolvency or bankrupt proceedings
– That the company does not have existing loan or financial liability with a Bank, other financial Institution or third party that is classified as doubtful, non-performance, bad or whose payment portion has been outstanding for long period of time.
h) Company’s audited account duly stamped and signed by professional accountant of ANAN/ICAN for the last three (3) years.
i) Evidence of financial capability to execute the projects, Bank reference and a commitment to provide facility for the execution of the project when awarded;
j) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letter of Awards, Valuation Certificates and job Completion Certificates;
k) Current Company’s profile with List of key managerial, technical and administrative staff of the company. This should include names/qualifications, curriculum vitae and copies of certificates and professional certificates of their registration.
l) Evidence of Firm’s current Registration/Accreditation with Computer Professional Registration council of Nigeria and National Information Technology Development Agency
m) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
n) All documents for submission must be transmitted with a covering/forwarding letter under the company/firm’s letter headed paper bearing among others; the Registration Number, (RC) as issued by Corporate Affairs Commission (CAC) contact address, telephone number (preferable GSM No). The letterhead paper must bear the names and nationalities of the directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
Note: Arrangement of the technical documents in hard and soft copies should follow the order in the list above and appropriately paged.
4. TENDER FEE:
A non-refundable Tender fee of N10,000.00 only should be paid by each bidder before collection of bidding documents. The tender fee should be paid into the Plateau State University, Bokkos TSA account and evidence of payment should be taken to the Bursary Department for confirmation.
5. COLLECTION OF BID DOCUMENTS:
Interested Companies are to collect the Standard Bidding Documents (SBDs) from the office of the Head of Procurement Unit, Plateau State University Bokkos with evidence of payment of the Tender fee from the date of this advertisement during working hours of 9:00am – 3:00pm.
6. SUBMISSION OF TECHNICAL/FINANCIAL BIDS DOCUMENTS:
Prospective bidders are to submit bid for each Lot desired in two (2) hard copies of the Technical and financial bids with soft copy of the financial bid only in MS Excel format package separately in sealed envelope and clearly marked “TECHNICAL BID” or “FINANCIAL BID”, then both technical and financial bid should be enclosed in one envelope; indicating the name of company, project title, telephone number and address of the company which should be clearly written on the reverse side of the envelope. All documents are to be addressed to: The Vice Chancellor, Plateau State University, Bokkos and submitted in the Procurement Office, on or before 10th February, 2026,
7. OPENING OF TECHNICAL/FINANCIAL BIDS
The Technical Bid will be opened immediately after the deadline of submission at 10;00 am on 10th February, 2026 at the conference room of the procurement office, Plateau State University, Bokkos in the presence of bidders or representatives of companies while the financial bids will be kept unopened. Only firms whose technical bids meets the minimum requirement will be invited for the financial bids opening which will be done at a later date while the financial bid of the unsuccessful bidders will be returned unopened.
PLEASE NOTE THAT:
i. Bids must be in English and dully signed by official authorize by the bidder
ii. Failure to comply with the instruction (s) above will automatically result in disqualification of such tender.
iii. All bidders must adhere to the provision of Standard Bidding Documents.
iv. Submission of TECHNICAL/FINANCIAL documents to the Plateau State University, Bokkos is neither a commitment nor an obligation to award contract to any contractor or its agent.
v. The Plateau State University, Bokkos reserves the right to cancel the procurement proceedings at any stage in the public interest without incurring any liability to any firm.
vi. Plateau State University Bokkos reserved the right to verify the authenticity of any claims made on the bid documents submitted by companies.
vii. Late submission will be return un-open.
