1.0 INTRODUCTION
Renaissance Africa Energy Company Limited, Operator of NNPC/Shell/Elf/Agip Joint Venture hereby announces to interested and prequalified companies an upcoming tendering opportunity for the Provision of Offshore Positioning, Inspection and Seabed Survey Services (Geophysical and Geotechnical) for Renaissance Africa Energy Company Limited. The proposed contract will commence in 2025 and remain active for a five-year duration, followed by a 2 (two) – year extension option.

2.0 SCOPE OF WORK
Scope of activities under this contract includes the following:
Provision of positioning, asset inspection and seabed survey services (geophysical and geotechnical) are required to facilitate optimum field development, asset integrity, positioning of vessels, jack-up barges and jack-up rigs for drilling exploration wells and supporting shallow water maintenance activities.
This will include onshore project delivery support as well as reporting and monitoring of performance (HSE, Technical, Schedule & Verification) for the following activities:
• Positioning of drilling rigs and jack up barges.
• Pipeline route and asset inspection surveys.
• Hydrographic, debris and drilling site surveys, (analogue and digital).
• Geotechnical surveys.
• Pipelines/platforms construction support.
• Environmental management support.

3.0 MANDATORY REQUIREMENTS
1. To be eligible for this tender exercise, interested contractors are required to be pre-qualified as essential service vendors in the:
• 3.09.01 – Navigation/Surveying & Positional Services
• 3.09.02 – Geotechnical Services
• 3.09.03 – Geophysical & Hydrographic Site Survey Services (Product/Services) categories in NipeX Joint Qualification System (NJQS) database.
Only successfully pre-qualified suppliers in these categories will receive combined Invitation to Technical and Commercial Tender (ITT).
2. To determine if you are pre-qualified and view product/service category you are listed for, open www.vendors.nipex-ng.com and access NJQS with your login details, click on continue Joint Qualification Scheme tool, click check my supplier status and then click supplier product group.
3. If you are not listed in a product/service category you are registered with NUPRC to do business, contact NipeX office at 27B Oyinkan Abayomi Drive, Ikoyi, Lagos with your NUPRC certificate as evidence for necessary update.
4. To initiate the JQS prequalification process, access www.nipex-ng.com to download the application form, make necessary payments and contact NipeX office for further action.
5. To be eligible, all tenders must comply with the Nigerian Content Requirements in the NipeX system.

4.0 NIGERIAN CONTENT REQUIREMENTS
Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act and also provide the following requirements:
1. Demonstrate that entity is a Nigerian registered company with greater than 51% Nigerian shareholding structure. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association and/or evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.
2. Bidders shall provide evidence of 1,2,3, 4 or 5 Service and Support group NCEC demonstrating ownership of equipment (not limited to Piston corer, Jumbo PC, Box corer, scanning sonar etc.) to execute geophysical and geotechnical surveys services.
3. Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
4. Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
Tenderer shall provide Location of in-country facilities (not limited to administrative office) to execute the work scope.

5.0 CLOSING DATE
Only Tenderers who are registered in the relevant NJQS product categories by 16:00 hrs on the October 17th, 2025 being the advert close date shall be invited to submit combined Technical and Commercial bids at the same time.

6.0 ADDITIONAL INFORMATION
All costs incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.
• This advertisement shall neither be construed as any form of commitment on the part of Renaissance Africa Energy Company Limited to award any contract to any company and or associated companies, sub – contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Renaissance Africa Energy Company Limited and or any of its partners by virtue of such companies having been prequalified in NJQS.
