The Rural Access and Agricultural Marketing Project (RAAMP) is a third-generation rural access project. The project is being supported by the International Development Association (IDA), a subsidiary of the World Bank, and the L’Agence Francaise de Development (French Development Agency of AFD). The lead agency of the Federal Government is the Federal Ministry of Agriculture and Rural Development (FMARD). The Federal Project Management Unit (FPMU) under the FMARD is responsible for overall project coordination, implementation of Federal level project activities and supervision of state level activities. A total of 19 states project implementation Units (SPIUs), under respective state government ministries in same number of participating states, are responsible for the physical implementation of the project activities at the state level. It is intended that part of the proceeds of the financing will be applied to eligible payments under the contract for engagement of Agri food sector/market specialist at the Federal Project Management Unit (FPMU).
In 2023, a tripartite agreement was signed between the Government of the Republic of Nigeria (the Beneficiary), the Agence Francaise de development (The Agency) and SEMMARIS (the Technical Partner) for the implementation of a technical assistance program for the establishment of a strategy for agricultural markets in Nigeria. The technical assistance mission will define the strategic orientations of the Nigerian policy on the development of wholesale fresh produce in urban areas. This strategic plan aims to create a methodology for the modernization of wholesale trade to supply major cities and per-urban areas while structuring the Nigerian Agri-food value chain.
JOB PURPOSE
Establishment of a strategy for agricultural markets in Nigeria that will define the strategic orientations of the Nigerian policy on the development of wholesale fresh produce in urban areas. This strategic plan aims to create a methodology for the modernization of wholesale trade to supply major cities and per-urban areas while structuring Nigerian agri-food value chain.
Key accountabilities (not-All-Inclusive)
i. To carry out the FEXTE (fund for technical expertise and transfer of experience) mission successfully and to enable the FMA&RD which is the direct beneficiary of the technical assistance takes ownership of the study with a view to integrate and achieve the re-orientation of government policies towards the development of wholesale markets in Nigeria.
ii. To coordinate the operations of the FEXTE technical assistance mission.
iii. To look for contracts of the stakeholders of the Nigerian agri-food supply chain.
iv. Make necessary arrangement for the qualitative interviews of the main stakeholders of the existing agri-food supply in threes large consumption areas (Lagos-Ibadan); Kano-Kaduna & Owerri – Port Harcourt).
v. To coordinates the qualities surveys of the major stakeholders in the wholesale markets (Lagos-Ibadan); Kano-Kaduna & Owerri – Port Harcourt) on how it fit into agri-food chain.
vi. To organize and coordinate the mission of the experts
vii. To provide information and basic data on related studies carried out by the ministry and other government agencies to SEMMARIS
viii. To perform the administrative tasks (letters, security clearance, payments, etc)
ix. To participate, if necessary, in carrying out fields’ trips and data collection if the course of the study
x. To review the deliverables of the experts together with SEMMARIS.

The Federal Project Management Unit (FPMU) of the Rural Access and Agricultural Marketing Project (RAAMP) now invite eligible consultants to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
STANDARD MINIMUM QUALIFICATION
A. Key qualifications
1. Master’s Degree in Agriculture, Agronomy, Public work or Construction Engineering, Rural or Urban Development, Humanities with a strong focus on agri-food sector;
2. Fluent in English, French would be an added advantage, communication, writing and organization skills
3. Full proficiency of MS Office
4. Driving license, ready to travel across Nigeria and to take part to a study tour in France
B. General professional experience
1. At least 15 years’ working experience in project management
2. Proven experiences in agri-food industry/food value chains (production, distribution, transformation etc.), value chains analysis and logistics,
C. Specific professional experience
1. Proven experiences in construction engineering for complex operations in the field of large buildings, logistics, infrastructure or urban development would be a plus
2. In-depth knowledge of the organization, strategy and major urban construction projects, with a particular focus on wholesale markets
3. Market infrastructure development in developing countries, good knowledge of agri-food sector in Nigeria, good knowledge of political ecosystem of Nigeria
The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (Fourth edition Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultant (IC) set out in the Procurement Regulations.
