PROCUREMENT AND SUPPLY MANAGEMENT
REQUEST FOR EXPRESSIONS OF INTEREST
DISTRIBUTION (TRANSPORTATION) SERVICES OF PHARMACEUTICAL AND NON-PHARMACEUTICAL GRADE COMMODITIES
1. BACKGROUND
The United State Government (USG) through the Global Health Supply Chain Program – Procurement and Supply Management project (GHSC_PSM) project in Nigeria, implemented by Chemonics International Inc., funds the procurement and supply management and technical assistance for a range of public health commodities. These commodities include HIV, Malaria, Tuberculosis, Family Planning, Maternal, Newborn and Child commodities and Rapid Tests Kits delivered to health facilities in the 36 states and the Federal Capital Territory supported by USG. Chemonics International Inc.
The GHSC_PSM project in Nigeria, wishes to announce an intention to issue a request for Proposal (RFP) for the provision of Pharmaceutical and Non-Pharmaceutical Grade Distribution Services. These services are needed in support on GHSC-PSM in Nigeria’s goal of ensuring uninterrupted supplies of health commodities in support of United State Government (USG) funded public health initiatives; U.S President’s Emergency Plan for AIDS Relief (PERFAR), U.S President’s Malaria Initiative (PMI) and other public health initiatives of USAID Bureau of Global Health around the world.
Please note: that this is not a request for proposal (RFP) but an expression of interest (EOI). Only a simple expression of interest should be submitted at this stage. Interested organizations shall be pre-qualified to receive an invitation to the pre- offeror’s conference and/or the RFP based on the criteria outlined below.
2. PURPOSE
The GHSC-PSM in Nigeria project requesting expression of interest (EOI) from financially viable and technically competent transportation service providers, for the services described above. Those companies without specific experience in transporting health commodities will not be disqualified if they can demonstrate they have the technical capacity to complete the scope of work. Selected vendors will be invited to a pre-offeror’s conference where they will be trained on the requirements of the pending RFP.
Organizations interested in being prequalified shall submit ALL the required information and/or documentation listed below.
3. TECHNICAL OVERVIEW
Services may include transportation and delivery of commodities including but not limited to cold chain and pharma grade pharmaceuticals, laboratory and medical equipment and supplies and other non-hazardous materials and commodities; transportation and delivery services will be required for all 36 states and the Federal capital territory.
4. PREQUALIFICATION CRITERIA
Organization interested in attending a pre-offeror’s conference and/or receiving the RFP shall submit the following documents and information outlined below, which will be used to prequalify the offerors.
Submission format:
The separate sets of he required documentation shall be grouped and outlined under each of the subheadings 1-8 below:

| 1. | Summary profile of organization. Mention the type of organization: non-governmental, public voluntary, civil society, local trust, faith-based organization, university/academia, etc.; core area of specialization of the organization, ownership, contact person and details (one page) |
| 2. | Current key high-level staff and concise resume of staff with proven competency level to manage similar transportation and distribution services. |
| 3. | Organization’s summary description of past performance/technical expertise and experience of at least five years. |
| 4. | Detailed proof(pictures, vehicle registration numbers etc.) of ownership or documented evidence of access to appropriate, well-covered vehicles suitable for the distribution services outlined above or proof of being able to obtain such vehicle with 30days upon award |
| 5. | Standard Operating Procedure (SOPs) for transportation and distribution services. SOPs that are relevant to management and transportation of goods, can include but not limited to;
· Delivery of commodities (non-cold & cold chain dependent items) · Operations procedure · Distribution security and safety · Sop for vehicle maintenance · Evidence staff have been trained on the procedure · Proof of being able to develop one within 30days upon award. |

Responses to this call for expressions of interest are not binding on GHSC-PSM and do not obligate GHSC-PMS to issue a solicitation, nor does it commit GHSC_PSM to pay any cost incurred in the preparation and submission of comments. Should GHSC-PSM issue an RFP, only organizations that meet the criteria outlined above and as presented in responses to this EOI will be considered
