TENDER OPPORTUNITY: PROVISION OF GEOMATICS SUPPORT SERVICES

1.0 INTRODUCTION
The shell petroleum development company of Nigeria limited (SPDC) in its role as operator of the NNPC/SPDC/TOtalEnergies /NAOC joint hereby invites reputable and competent registered nigerian companies with the requisite expertise, experience, skilled manpower and technology who are duly registered with the Nigerian upstream petroleum regulatory commission (NUPRC) hereby announces to the interested and prequalified companies of the upcoming tendering opportunity for the provision of Geomatics supervision services for SPDC. The proposed contract will commence in 2024 and remain active for five-year duration, followed by two-year extension option.

2.0 SCOPE OF WORK
Scope of activities under this contract includes the following:
a) PROVISION OF CORPORATE GIM SERVICES
Provision of CAD/mapping services as well as database quality control/management for the following activities:
• Geological and topical mapping services (digital and analogue).
• Maintenance, management and delivery of GIS spatial and attribute data, databases and applications.
• Provision of remote sensing services and provision of geodetic assurance services
• Oil spillage and environmental mapping
• Provision of equipment and consumables and other resources required to support the digital mapping sections for the production, maintenance and storage of digital topographical, geological and other maps.
• Geomatics archive management (field project documents & analogue maps) and response to ad hoc map and reprographic requests.
b) PROVISION OF GEOMATICS QUALITY ASSURANCE & CONSULTANCYSERVICES
Provision of onshore field survey operations supervisory services in support of the following activities:
• Provision of onsite topographical quality control and assurance services for engineering activities including facilities and pipelines constructions.
• Provision of environmental mapping, oil spill mapping and litigation management support services
• Provision of positioning validation, post data acquisition review, quality control and assurance services.
• Providing technical support for GPS continuously operating reference stations (CORS) an ensuring availability there of
• Provision of onsite right of way surveillance and mapping support services.
• Provision of topographical assurance survey services covering onshore activities, ogoni restoration, remediation and assessment and equipment calibration assurances.
c) PROVISION OF SHALLOW OFFSHORE CONSULTANCY SERVICES
• Offshore supervision by experienced offshore survey/geomatics consultants of seismic, geophysical, geotechnical, construction, surface/subsea positioning operations as well as reporting and monitoring of performance.
• Provision of daily field supervision services of all health, safety, security, environmental and social performance (HSSE&SP) aspects of offshore geomatics operations as well as reporting and monitoring of performance
• Ensuring full contractor compliance with HSSE & SP control framework standards and implementation including the industry lifesaving rules and other initiatives.
• Provision of quality assurance and quality control (QA/QC) services during survey campaigns using the necessary tools/equipment.
• Ensuring that all work standards relevant to the various scopes under the offshore geomatics operations are compiled with, as defined in the contract between shell and other vendor, or otherwise agreed upon between shell and the vendor.
• In the event of any failure on the part of the offshore geomatics vendor to comply with its contractual obligations, the service providers will immediately notify shell of such failure and seek guidance for appropriate action to be taken.
• The supervision service providers shall use due diligence and professional experinec in the supervision of the day-to-day performance of the offshore geomatics vendor and shall not allow the level of performance to fall below the specified industry standard of geomatics practice.
All services will be delivered by Nigerians, and all spend is in Nigerian naira.
3.0 MANDATORY REQUIREMENTS
1. to be eligible for this tender exercise, interested contractors are required to be pre-qualified as essential service vendor in the:
• 3.09.01- navigation/surveying & positional services
(product/services) category in Nipex joint qualification system (NJQS) database.
Only successfully pre-qualified suppliers in these categories will receive combined invitation to technical and commercial tender (ITT).
2. To determine if you are pre-qualified and view product/service category you are listed for, open vendors.nipex-ng.com and access NJQS with your login details, click on continue joint qualification scheme tool, check my supplier status and then click supplier product group.
3. If you are not listed in a product/service category you are registered with NUPRC to do business, contact Nipex office at NO 8/10 bayo kuku road, ikoyi, lagos with your NUPRC certificate as evidence for necessary update.
4. To initiate he JQS prequalification process, access www.nipex-ng.com to download the application form, make necessary payments and contact Nipex office for further action.
5. To be eligible, all tenders must comply with the Nigerian content requirements in the Nipex system.
4.0 NIGERIAN CONTENT REQUIREMENTS
Vendors are to demonstrate strict compliance with the provision of Nigerian oil & Gas industry content development act and also provide the following requirements:
1. Demonstrate that entity is a Nigerian registered company. Submit certified true copies of CAC forms 10,02,& 07 (or its equivalent; CAC 2.3 2.4, 2.5, etc. ) including company memorandum & article of association and/or evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.
2. Tenderers shall provide Cat. 1,2,3,4 and 5 NCEC for service and support group (ss) or technical consultancy (CS) NCEC category, demonstrating capacity and capability to execute geomatics & related support services.
3. Provide evidence of what percentage of your key management positions Is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
4. Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing project-specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
5. Tenderer shall provide location of in-country facilities (not limited administrative office) to execute the work scope.
5.0 CLOSING DATE
Only tenderers who are registered in the relevant NJQS products categories as at 16:00hrs on 02/09/2024 being the advert close date shall be invited to submit combined technical and commercial bids at the same time.
6.0 ADDITIONAL INFORMATION
• All costs incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.
• This advertisement shall neither be construed as any form of commitment on the part of SPDC to award any contract to any company and or associated companies, sub-contractors or agent, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from SPDC and or any of its partners by virtue of such companies having been prequalified in NJQS.
• SPDC will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or agents.
