1. The Federal Government of Nigeria (FGN) has secured a facility from the African Development Bank (the Bank) to implement a five-year Special Agro-Industrial Processing Zone (SAPZ) Program Phase I (SAPZ-I) in five (5) partnership State participating states of Kaduna, Oyo, Cross River, Imo and Ogun State intends to apply part of the agreed amount to finance payments under the contract for the Consultancy Services for Design and Supervision of the construction of the 2 Agricultural Transformation Centres ATC 1: Technology Park, Ijebu- Ife town – Ijebu Mushin – Esure – Sagamu-Benin Express way, ATC 2: Imasayi – Sawonjo Farm Settlement, Sawonjo, and 32 km Connecting Roads in Ogun State of Nigeria.
2. The consultancy services is for the Design and Supervision of the construction of (2) Agricultural Transformation Centres and 32 km Connecting Roads in total. The scope of the works to be supervised includes 20 Ha of land allocated for each ATC and 8km of bituminous roads in total of 32km in 4 locations. The facilities to be provided under a Design and Supervision/site-and-services model include fencing, administrative block, quality control and social buildings, roads, drainage, power supply and water, sewage/wastewater treatment and solid waste management.
3. The Ogun State Project Implementation Unit (SPIU) now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultancy firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
4. Interested consultancy firms may obtain further information at the address below during the office hours of 08:00am and 04:00pm (Local time, Mondays–Fridays).
5. The estimated duration of the assignment is four (4) months for Design and (24) months for Supervision exclusive of (12)- month Defects Liability Period and the estimated starting date is XXXX XXX 2025.
6. Eligibility Criteria, establishment of the shortlist and selection procedure shall be in accordance with the Procurement Policy for the Bank Group Funded operation (October 2015), which is available on the Bank’s website at http://www.afdb.org.en/projectsandoperations/procurements/new-procedure-policy.
7. Expression of Interest must be delivered to the address below in person not later than September 09, 2025 at 12:00 noon local time and mention “Consultancy Services for Design and Supervision of the construction of the (2) Agricultural Transformation Centres and 32km in total of the Connecting Roads in Ogun State of Nigeria”. Late submission will NOT be accepted. The client is not bound to short-list any consultant.
