DEEPWATER DRILLING CAMPAIGN – PROVISION OF CASING AND TUBULAR RUNNING SERVICES

1. INTRODUCTION
Star Deep Water Petroleum Limited (SDWPL), a chevron company and operator of the Agbami field on behalf of its co-ventures (FAMFA Oil Limited, Prime 127 Nigeria Limited, Equinor Nigeria Energy Company Limited and Nigerian National Petroleum Company Limited (NNPCL), invites interested and prequalified companies with relevant experience in the provision of Subsea Completions Internal Tree Testing Services.
The contract is proposed to span a period of three (3) years with a possible optional term of one (1) year duration.
2. SCOPE OF WORK
This scope of work (SOW) includes personnel, equipment, materials and deliverables for the provision of casing and tubular running services to support drilling & completion program in deep water Nigeria from a dynamically positioned mobile offshore drilling unit(s) (MODU). As a minimum, the contractor will be responsible for the supply and provision of:
Equipment:
• Casing and tubular running equipment for both steel and chrome tubular.
• Casing – 7’ – 36’ & Tubing 2-3/8” – 7”
• Hydraulic casing and tubing tongs, fill-up and circulation tools and power units.
• Casing handling tools; elevators, spiders, slips and brushings suitable for handling a range of casing sizes.
• Tubular Handling tools: elevators, lift nubbins and stabbing guides .
• Torgue monitoring systems: real-time monitoring and recording of makeup torque.
• Casing running tool (CRT): suitable for handling, filling, circulating and making up casing strings.
• Backup equipment: critical spare parts and backup equipment to minimize downtime.
• Tubular running automation for a 6th-7th Generation drill ship to reduce personnel in red-zone.
• Ability to run multiple control lines.
Services:
• Tubular running services: provide casing and tubing running services, including picking up, making up and breaking out tubular.
• CRT services: fully automated handling and makeup of casing joints using the CRT.
• Torque Turn: provide professional expertise on thread make-up torgue.
Materials
• Consumables: hydraulic oils, lubricants, thread compounds, and other required consumables.
• Safety equipment: safety clamps, safety valves, and other essential safety equipment for tubular handling
• Seal Assemblies: provide thread dopes for different casing sizes and connections.
• Replacement parts: spare parts for all equipment, including dies, inserts, seals and others.
Deliverables
• Pre-job analysis report: outlining torque and drag analysis and recommended procedures.
• Daily operations report: detailed daily reports covering all tubular running operations.
• Post-Job report: comprehensive report detailing the entire operation, challenges faced, solutions implemented, and recommendations for future operations.
• Maintenance and calibration reports: regular reports on equipment status, maintenance performed, and calibration results.
3. MANDATORY TENDER REQUIREMENTS:
A. To be eligible for this tender exercise, interested bidders are required to be pre – qualified and ‘live’ 3.04.04 (casing/tubing running services) category of the Nipex Joint Qualification System (NJQS) database. All successfully pre-qualified and ‘live’ bidders in this category by the bid close date will receive invitation to submit Technical and commercials tender (ITT).

C. E. To be eligible, all tender must comply with Nigerian Content requirements in the NipeX system.
4. NIGERIAN CONTENT REQUIREMENTS
Star Deep Water petroleum Limited is committed to the development of the Nigerian Oil and gas Business in observance with the Nigerian Oil and Gas Industry content development Act 2010 (NOGICD ACT) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set of the schedule of the Development and Monitoring Board (NCDMB).
Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content Criterion will not be allowed to participate in the next tender stage.
The following are the Nigerian Content requirement bidders are expected to comply with in their technical bid submission.
A. Demonstrate that entity is a Nigerian registered company with 51% or shareholding capacity. Tenderer shall provide evidence of company ownership structure form CO2 and CO7, registration on NOGIC JS and NUPRC certificate.
B. Detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical offices) in Nigeria to support this contract.
C. Provide a Nigerian Content Execution plan providing a detailed description of the role, work scope, man-hours, and responsibilities of all Nigerian personnel that would be involved in executing the work. Also provide details of Nigerian Content focal point or manager.
D. The tenderer shall provide an evidence of category 1,2,3 4 of 5 services and support group NCEC to demonstrate capacity, capability and ownership of casing tubular running equipment to execute the work scope.
E. Tenderer shall Comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing project–specific training, man-hour, budget skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
5. CLOSE DATE:
Only bidders who are pre-qualified and ‘live’ with NJQS product/category in 3.04.04 (Casing/Tubing running services) by 16:00 hours, 24th April, 2024 being the advert close date shall be invited to submit technical bid.
Additional Information:
1. Suppliers eligible for this tender opportunity are` expected to be prequalified in NJQS under these product/service categories.
2. The Invitation to Tender (ITT) and any further progression of this tender shall be via Nipex.
3. All costs incurred in preparing and processing NJQS prequalification shall be solely for the interested bidders’ accounts.
4. This advertisement shall neither be construed as any form of commitment on the part of Star Deep Water Petroleum Limited to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Star Deep Water Petroleum Limited and or any of its partners or affiliates by virtue of such companies having been prequalified in NJQS.
5. The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified bidders will be requested to submit commercial tenders.
6. Star Deep Water Petroleum Limited will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
