PROVISION OF CONTROL SYSTEM INTEGRATION, ELECTRICAL AND INSTRUMENTATION SUPPORT SERVICES FOR AGBAMI FPSO

1. INTRODUCTION:
Star Deep Water Petroleum Limited (“SDWPL”), a Chevron Company and Operator of the Agbami field on behalf of its co-ventures (FAMFA Oil Limited, Prime 127 Nigeria Limited, Equinor Nigeria Energy Company Limited and Nigerian National Petroleum Corporation (NNPCL)), invites interested and prequalified companies with relevant experience for this tender opportunity for the Provision of Control System Integration, Electrical and Instrumentation Support Services for Agbami FPSO to support the Agbami Floating Production Storage and Offloading (FPSO) Vessel operations, which is located in approximately 5000 feet of water and about 70 miles offshore Nigeria.
The services are estimated to commence 1st quarter of 2025 for Five (5) years primary term with an optional two (2) years extension period.
2. SCOPE OF WORK:
This project is to engage the services of Field Service Representatives (FSR) of Original Equipment Manufacturers (OEM), Provide OEM Support, provide other specialized technical services and provision of tools, spares and equipment that will be required to carry out maintenance services on the control systems, electrical and instrument installations on the Agbami FPSO production operation.
Detailed Services Description:
The scope of work for the Provision of Control System Integration, Electrical and Instrumentation Support Services includes but not limited to the following:
1.1 Site Construction/Installation
(A) Panel installation grounding and power up
(B) Loop installation and power up
(C) Transmitter Valve configuration and power up
(D) Instrumentation and Electrical loop check lists
(E) Site installation and test procedures/check lists
(F) Supervision of materials unpacking at site
(G) Physical system audits at site
(H) System installation per Installation Procedures
1.2 Start up and commissioning services
(A) Pre-start up safety review
(B) Communications integrity testing
(C) Field instrumentation and electrical installation and inspection
(D) Instrumentation and Electrical loop testing
(E) Logic testing
(F) Integrated Site Accepting Testing (SAT)
(G) System start-up support
(H) Hardware modifications
1.3 Maintenance Support Services
(A) Controls Systems, Electrical and Instrumentation system repairs and recommendations
(B) Multi-vendor Controls Systems, Electrical and Instrumentation support
(C) Technical liaison with Original Equipment Manufacturer
(D) Vendor assistance on vendor represented equipment
(E) Development of preventive and corrective maintenance procedures
(F) Spare inventory management
(G) Controls Systems, Electrical & Instrumentation system additions and modifications
(H) On-site maintenance support
(I) Controls Systems, Electrical & Instrumentation Formal Training to sustain on-site maintenance support

3. MANDATORY TENDER REQUIREMENTS:
A. To be eligible for this tender exercise, interested bidders are required to have the requisite NUPRC permit, NCDMB NOGIC JQS registration and be pre-qualified and ‘live’ under Product Code 3.05.02 Electrical/Instrumentation Services category in the NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified and ‘live’ bidders in this category by the bid close date of this advert will receive Invitation to Tender (ITT).

D. To initiate the JQS prequalification process, access click on services tab followed by NJQS registration.
E. To be eligible, all interested bidders must comply with Nigerian Content requirements in the NipeX system.
4. NIGERIAN CONTENT REQUIREMENTS:
Star Deep Water Petroleum Limited is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to enactment of the NOGICD Act, the minimum Nigerian content in any project, service, or product specification to be executed in the Nigeria Oil and Gas Industry shall be consisted with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigeria Content criterion will not be allowed to participate in next Tender Stage.
The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission.
A. Tenderer shall provide evidence of being a Nigerian registered company. The tenderer shall provide CO2 and CO7 forms, registration on NOGICD JQS and NUPRC certificate.
B. Tenderer shall provide detailed description of the location of in-country committed facilities & infrastructure (technical offices administrative space etc.) in Nigeria to support this contract.
C. Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total workforce that are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
D. Tenderers shall provide any of the underlisted NCEC
i. Evidence of category 1, 2, 3, 4 or 5 Quality Control Inspection and Testing (QS) group NCEC demonstrating ownership of equipment to be utilized in the execution of the work scope.
ii. Evidence of category 1, 2, 3, 4 or 5 Consultancy Services (CS) group NCEC demonstrating capacity to deploy the personnel to be utilized in the execution of the work scope.
E. Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing project-Specific training, man-hour, budget, skill development, and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
5. CLOSE DATE:
Only bidders who are pre-qualified and ‘live’ with NJQS Product/Category 3.05.02 Electrical/Instrumentation Services by 16:00 Hours, March 25, 2025 being the advert close date shall be invited to submit technical bid.
6. ADDITIONAL INFORMATION:
1. The invitation to Tender (ITT) and any further progression of this tender shall be via NipeX. Interested bidders are therefore advised to ensure they are set-up in NipeX with a valid and active official company email address accessible by all in their organization as this shall be the only means to transmit the ITT.
2. Bidders, who, for this bid process enter a Joint Venture (JV), Partnership, Consortiums, etc. with another bidder that is bidding for this service will be disqualified.
3. All costs incurred by a bidder in preparing/processing NJQS prequalification and participating in this tendering process shall be to the bidder’s accounts.
4. This advertisement shall neither be construed as any form of commitment on the part of Star Deep Water Petroleum Limited (“Company”) to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Company and/or any of its partners by virtue of such companies having been prequalified in NJQS.
5. The tendering process shall be the NNPC NipeX contracting process requiring pre-qualified companies to submit both technical and commercial tenders at the same time.
6. Company reserves the right to reject any and or all pre-qualified bids at its sole discretion and at no cost to Company.
7. Company will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or agents.
