1. The Federal Government of Nigeria (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (the “Bank”) in the form of a credit (hereinafter called “credit”) toward the cost of the Immunization plus and Malaria Progress by Accelerating Coverage and Transforming Services (IMPACT) Project. The State Malaria Elimination Programme (SMEP) under The Lagos State Government, Ministry Of Health, an implementing agency of the client, intends to apply part of the proceeds toward payments under the contract for Procurement Of Long-Lasting Insecticide Treated Nets (Mass Campaign & Routine Distribution – Under Component Two of the Project). For this contract, the borrower shall process the payments using the direct payment disbursement method, as defined in the World Bank’s disbursement guidelines for investment project financing.

2. The State Malaria Elimination Programme (SMEP), through the Lagos State Ministry Of Health now invites sealed bids from eligible bidders for supply as described below:

3. Bidders wishing to offer discounts will be allowed to do so provide those discounts are included in the Letter of Bid. A margin for domestic preference will not apply.

4. Qualification’s requirements include:
a. Documentary evidence of 2-3 similar contracts nature and magnitude during the last Three(3)/Five (5) years
b. Audited Financial Statements for the last 3 years to demonstrate the financial capability of the bidder I terms of profitability and adequate and working capital.
c. An Accreditation Letter/Manufacturer’s Authorization Letter for dealing in the bidded drugs and other related products not produced by the company.
d. Evidence of registration with the Lagos State Public Procurement Agency for year 2024 must be provided by the supplier with the most advantageous and responsive bid price
e. Tax clearance certificate for the last three (3) 2021, 2022 and 2023
f. Company income tax and company
g. Additional details are provided in the Bidding Documents.

5. Biding will be conducted through national competitive procurement using a Request For Bids (RFB) as specified in the World Bank’s “Procurement Regulations For IPF Borrowers”, dated July 2016, revised September 2023 (“procurement regulations”), and is open to all eligible bidders at the following website: www.worldbank.org.

6. Interested eligible bidders may obtain further information from Lagos State Malaria Elimination Programme (SMEP)/ Immunization Plus and Malaria Progress by Accelerating Coverage and Transforming Services (IMPACT) Project, Ministry of Health, The secretariat, Alausa-Ikeja, Lagos. 7. The bidding document in English may be purchased by interested bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Fifty Thousand Naira Only (NGN50,000.00). The method of payment will be into the IMPACT Project Account with the following details:

Verifiable payment evidence for the non-refundable fee is to be forwarded to the project. The document will be sent by courier or collected by hand. Prospective bidders will bear all costs if they choose delivery of the bidding documents by courier.

8. Bids must be delivered to the address below on or before 12:00noon (local time), on 23rd August, 2024. Electronic Bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders designated representatives and anyone who chooses to attend at the address below at 12:00noon (local time), on 23rd August 2024.

9. All bids must be accompanied by a bid security of the amount in Nigerian Naira stated in the Table under paragraph 2 as above of this Specific Procurement Notice.

10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
