INVITATION FOR PRE-QUALIFICATION OF CONTRACTORS FOR 2024 RECRUITMENT/CAPITAL PROJECTS OF THE NIGERIA POLICE FORCE
1. PREAMBLE
In compliance with the due process requirements for the procurement of works, goods, and services in federal government ministries, departments, & agencies, the Nigeria Police Force invites competent Insurance Brokers under 2024 appropriation to apply for prequalification for insurance services only.
2. THE SCOPE OF THE INSURANCE SERVICE LOT 1 INSURANCE ONLY
1A: Procurement of Group Life Assurance Scheme Underwriters,
1B: Procurement of Group Assurance Scheme Brokers
1C: Procurement of Group Personal Accident Scheme Underwriters
1D: Procurement of Group Personal Accident Scheme Brokers
1E: Procurement of Property Insurance for Police Buildings, Marine Boats, Aircraft, and and Hanger Premises in Abuja and Lagos, for 2024 Policy Year officer of the company (Underwriters)
1F: Procurement of Property Insurance Scheme for Police Buildings, Marine Boats, Aircraft, and and Hanger Premises in Abuja and Lagos, for 2024 Policy Year officer of the company (Brokers).
3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2024;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Certificate valid till 31st December, 2024;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Nigerian Content Development and Monitoring Board or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidd4er and to confirm that all information presented in its bid are true and correct in all particulars;
h. Insurance Brokers:
Valid Operational License Certificate issued by NAICOM;
Certified True of Audited Accounts approved by NAICOM;
Valid and current professional indemnity policy with limit of indemnity not less than N10 million for protection against wrong advice
i. Insurance Underwriters:
Operational License issued by NAICOM;
Valid and adequate re-insurance Treaty arrangement;
Certified True of Audited Accounts approved by NAICOM;
j. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
k. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
l. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letter of Awards and Valuation/Job Completion Certificates;
m. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.) and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.
4. SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
The Pre-qualification documents (1 original, 1 copy) should be neatly packaged in a sealed env3elope and marked at the top left-hand corner “Confidential Pre-Qualification Document” stating the LOT above only and Addressed to “The Secretary, Nigeria Police Procurement Planning Committee, Nigeria Polic34e Force, Louis Edet House Abuja”. The Sealed envelope should be deposited in the tender box provided at Nigeria Police Department of Logistics & Supply (Works), Garki II opposite old Central Bank, Abuja not later than 12:00 noon on Tuesday, 24th December, 2024.
5. OPENING OF PRE-QUALIFICATION DOCUMENTS
The Pre-qualification documents shall be opened immediately after the deadline for submission at 12:00 noon on Tuesday, 24th December, 2024, at the Department of Logistics & Supply (Works), Garki II opposite old Central Bank, Abuja; in the presence of bidders or their representatives.
a. Bids must be English Language and signed by an official authorized by the bidder;
b. Bids submitted after the deadline for submission would be returned un-opened;
c. All costs will be borne by the bidders;
d. Bidders can submit through Post (Courier Services);
e. Only pre-qualified bidders will be invited at a later date for collection of tender documents;
f. The Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies;
g. The Nigerian Police Force is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
