1. INTRODUCTION
TotalEnergies EP Nigeria Limited (TEPNG) operator of the NNPC/TOTALENERGIES Joint venture invites interested reputable and pre-qualified contractors with relevant experience for this tender opportunity for Onshore Drilling and Completions Support Services for the Drilling Campaign slated for 2024 to 2026.
2. SCOPE OF WORK
The expected duration of the contracts are three (3) years firm plus one (1) year optional extension.
1. Filtration & Wastewater Injection Services (3.04.31-1000006510)
This Contract concerns the provision of Filtration Services to be provided during the drilling campaign of the TEPNG Onshore Field, located onshore Nigeria, with one or more rig in place.
The CONTRACTOR shall:
• provide and install the filtration unit,
• run and maintain the equipment,
• Provide daily reports with all necessary information concerning the filtered fluids and equipment (hours run, problems, density, losses, turbidity)
• clean daily all equipment area
• provide an end of operation report with all necessary information concerning the filtration operation such as (but not limited to) maintenance problems on equipment and hours running
2. Drilling Bits (1.01.09-1000006451)
The scope of work shall be as follows: Drilling Bits and associated services, including the provision of equipment, materials, and personnel to support the operation of a land drilling rig in respect of drilling campaign to be carried out onshore Nigeria, thus including; Supply of Drill bits and/or related products. Detailed bit run performance analysis of bits provided by CONTRACTOR.
3. Cuttings Treatment and Disposal Services (3.04.22-1000006511)
The ONSHORE CUTTING TREATMENT SERVICES shall include the provision of personnel, equipment and materials required for the provision of Cuttings Containers to be used to transport oil-contaminated Cuttings from COMPANY’s Work Site to CONTRACTOR treatment/disposal site. The treatment and definitive disposal of oil- contaminated drill cuttings to fulfill the DPR (Department of Petroleum Resources) requirements.
4. Liner Hanger Service (3.04.15-1000006461)
The Contractor will be required to manufacture and supply liner hanger and liner lieback and their accessories, in addition to providing the following services:
• Preparing, testing, running, setting and cementing liner hanger. .
• Cleaning and chamfering Polished Bore Receptacle (s), if necessary.
• Setting of a liner packer,
• Installation of tieback assembly package, if required
• Preparing, testing, running, cementing contingency scab liner.
5. Rigsite Drilling Waste Management (3.04.22 & 3.15.07 1000006512)
This call for tender is in respect of the provision of Rigsite Cuttings Treatment (Waste Management) Services aimed at the realization of IBEWA drilling campaign (3wells firm), with a possible extension to cover an HP single well exploration well and few OBAGI and work over wells. The duration of the contract will be 2 years firm plus one year optional on a well-by-well basis, hence a function of the time required to attain the specific drilling objectives of each well.
3. MANDATORY REQUIREMENTS
a. To be eligible for this tender exercise, interested contractors are required to be pre- qualified in the respective Product/Services categories as listed below in NipeX joint Qualification system (NJQS) database. (1.01.09) – Drill Bits (3.04.22) – Cutting Injection/Cutting Disposal Services, (3.04.31) Wellbore Cleanout and Filtration Services, (3.15.07)-Waste Management Services, (3.04.15)-Liner Float Hanger and Running Equipment Services and (3.04.22) Cutting Injections/ Cutting Disposal Services. All successfully pre-qualified suppliers in the above-mentioned category will receive an invitation to tender (ITT).

c. If you are not listed in the product/service category but you have registered with the Department of Petroleum Resources (DPR) to do business in the Nigerian Oil & Gas Industry, contact the NipeX administration office at 8 Bayo Kuku Street, Ikoyi Lagos with your DPR certificate as evidence for verification and necessary update.
d. To initiate the NJQS pre-qualification process, access www.nipex-ng.com to download the application form, make necessary payments and contact Nipex office for further action.
e. To be eligible, all tenders must comply with the Nigerian content requirements in the NipeX system.
4. NIGERIAN CONTENT REQUIREMENTS
TEPNG is committed to the development of the Nigerian Oil and Gas business in compliance with the Nigerian Content Act 2010 for Nigerian Content Development.
As from the commencement of this Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian oil and gas industry shall be consistent with the level set in the Schedule of the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (The Board)
Tenderer(s) shall comply with all the provisions of the Nigerian Content Act that relate to this advert and in particular comply with the minimum Nigerian Content percentage for the scopes which are covered in the Schedule of the Act. This also includes and any other requirement that may arise from time to time not explicitly stated in this advert but which apply to the services in fulfillment of the Nigerian Content Act, in the submission of their Tender.
Failure to fully comply with the Nigerian Content Act or demonstrate commitment to Nigerian Content Development Policy of the Nigerian government shall result in the disqualification of the tenderer from the bidding process.
As part of their submissions, Tenderer shall:
• Demonstrate that entity is a Nigerian registered company with greater that 51% Nigerian shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent: CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association and/or evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.
• Tenderers shall provide evidence of the under-listed NCEC demonstrating capacity and capability to execute the work scope for the various services respectively.
a. Category 1.2, 3, 4 and 5 Services and support group NCEC demonstrating ownership of equipment in the under-listed services respectively.
i. Filtration & Wastewater Injection Services

iii. Liner Hanger Service
iv. Rigsite Drilling Waste Management
b. Category 1,2,3,4 or 5 Procurement and Supplies group NCEC demonstrating capacity to procure drill bits.
• Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force is Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
• Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man- hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s). Tenderer shall provide Location of in-country facilities (not limited to administrative office) to execute the work scope.
NOTE: Failure to comply with the provision of the Nigerian Content Act 2010 or to demonstrate commitment to the development of the Nigerian Content Policy shall result in the disqualification of the tenderer from the bidding process.
5. SUBMISSION DEADLINE
Only tenderers who are registered with the above stated NJOS Product categories (Product/Services) categories and LIVE as at 23/06/2023 being the advert close date shall be invited to submit Technical Bids
6. ADDITIONAL INFORMATION
a) Failure to provide any of the listed documents or information may automatically disqualify the tenderer.
b) A costs incurred in registering and prequalifying for this and other service categories in NJQS shall be borne solely by the contractors/supplier
c) This advertisement shall neither be construed as an invitation to Tender (ITT) nor a commitment on the part of TEPNG to award a contract to any supplier and/or associated companies, subcontractors, or agents.
d) The ITT and any further progression of this tender shall be via NipeX. Interested bidders are therefore advised to ensure that their profiles in NipeX are active with a valid official email address accessible by their organization as this shall be the only means to transmit the ITT.
e) Tendering process will be the NNPC contracting process requiring pre- qualified companies to submit technical tender first. Following a technical review, only technically qualified contractors will be requested to submit commercial tenders.
f) Man hour’s figures for capital project portfolios are estimates to provide definition to the scope and do not constitute guaranteed quantities.
g) TEPNG will only recognize and correspond with duly authorized officers of the pre-qualified bidders and NOT through individuals or agents acting on their behalf.
h) Interested tenderer(s) should note that TEPNG has very cordial relationship with the host communities of the sites where these services will be performed based on existing Memorandum of Understanding (MOU), prospective tenderer(s) will be required to implement the obligations of the MOU as part of their contract.
