CALL FOR EXPRESSION OF INTEREST TO INTERESTED NON-GOVERNMENTAL ORGANIZATIONS (NGO) OR UNIVERSITIES OR RESEARCH INSTITUTE FOR PARTNERSHIP IN THE IMPLEMENTATION OF BIODIVERSITY ACTION PLAN

INTRODUCTION
TOTALENERGIES UPSTREAM COMPANIES in Nigeria (the COMPANY) is an International Oil and Gas Company which has its offices located at Plot 25 Trans Amadi Industrial Area, Port Harcourt, & 1415E Adetokunbo Ademola Street, Victoria Island, 106104, Lagos. The COMPANY invites interested and qualified Universities, Research Institutes and Non-governmental Organisations to submit an Expression of Interest (EOI) for TUCN Biodiversity Action Plan engagement for the aforementioned service. The purpose of this EOI request is to identify capable entities for potential engagement for the aforementioned service.

The COMPANY seeks to engage the services of relevant Universities, Research Institutes and/or Non-Governmental Organisations (NGOs) to support the implementation of its Biodiversity Action Plan.

The selected NGOs/Universities/Research Institute will offer technical advice and support for the implementation of the BAP in line with the COMPANY objectives and programs. The initial partnership shall be for a period of three (3) consecutive years.

Background
The COMPANY has operated in Nigeria for nearly six decades and has played a key role in developing the country’s hydrocarbon industry. In line with its biodiversity ambition and to promote biodiversity in the country, TUCN seeks to enhance the management of biodiversity at its operational sites and within the region where it operates through the implementation of Biodiversity Action Plan (BAP) projects.

The BAP includes direct measures on TEPNG’s operational sites, and additional positive actions focusing on enhancing biodiversity at the local and regional scale. The BAP will be implemented under four Axes as shown below:

Axis-1 (Biodiversity Awareness & Education): Enhance biodiversity consciousness among our personnel and the region where we operate.
Axis-2 (Regional Biodiversity Conservation): Promote biodiversity conservation within the region of our operation.
Axis-3 (Biodiversity in Operation): Integrate biodiversity into our on-site operations.
Axis-4 (Biodiversity in host communities): Improve the biodiversity and livelihood situation of our host communities.

Scope of Requirement
i. The NGO/University/Research Institute will provide expert advice and conduct feasibility studies for the COMPANY on biodiversity preservation, and environmentally sound management approaches.
ii. The NGO/University/Research Institute will lead stakeholder engagement sessions – including preparation & presentation of technical information, and engagement impact analysis in STRICT adherence to the COMPANY’s communication policy.
iii. The NGO/University/Research Institute will advise the COMPANY on the establishment of a Biodiversity Centre, including the design of the Centre, management of the Centre, supervising specific research projects and mentorship of interns and research partners in the promotion of Biodiversity education and awareness.
iv. The NGO/University/Research Institute will provide preliminary information, studies, draft designs, and Scope of Work for any biodiversity focal activity that the COMPANY wishes to embark on.
v. The NGO/University/Research Institute will apply their expertise to assess selected locations for afforestation, reforestation, or greening initiatives, advising the COMPANY on suitable species and designing the project, in line with the COMPANY’s biodiversity objectives, including Nature-Based Solutions and Carbon Footprint Reduction.
vi. The NGO/University/Research Institute will leverage their expertise to identify suitable plant and animal species for preservation and propagation within the COMPANY’s operational area and recommend optimal location where such species can thrive.
vii. The NGO/University/Research Institute will supervise all research programs – including Master’s, Doctorate, and Post-doctorate—conducted within the Centre, providing professional advice to the research team.
viii. The NGO/University/Research Institute will be responsible for the management of the Biodiversity Centre including the daily operations and maintenance of the Centre’s facilities and resources.
ix. The NGO/University/Research Institute will advise the COMPANY on habitat protection for irreplaceable species, otherwise creating suitable habitats within the COMPANY biodiversity center and recommending habitat enhancement options.
x. The NGO/University/Research Institute will develop and deliver tailored biodiversity training and awareness materials for internal and external stakeholders, including practical demonstrations and specialized courses like Ophidian Capture and Management.
xi. The NGO/University/Research Institute will oversee the process of species identification, safe capture, humane transportation, and translocation to the biodiversity center, ensuring proper characterization, registration, and quarantine of newly admitted species.
xii. The NGO/University/Research Institute will advise the COMPANY on necessary equipment to be installed in the Biodiversity Centre.

The NGO Partnership Requirement
• The NGO must have at least 5 years of experience in providing similar service in Nigeria
• Duly registered with CAC
• Detailed Profile of NGO
• Must have suitably qualified employees and be experienced in provision of the above services
• Most Recent Tax Clearance Certificate or tax exemption certificate
• Verifiable physical contact address in Nigeria
• Bank Reference Letter
• Special Control Units against Money Laundering (SCUML) Certificate
• Evidence of past Partnership

University/Research Institute Partnership Requirements
• Evidence that the university runs biodiversity-related study at higher degrees
• Evidence of past research works or projects in biodiversity-related fields
• Profile of staff members dedicated to biodiversity activities
• Evidence of past partnership
