1. The Federal Republic of Nigeria has applied for financing from the Japanese International Cooperation Agency toward the cost of the Lagos and Ogun Power Transmission System Improvement Project and intends to apply part of the proceeds toward payments under the contract for Construction of 330 kV Extra High Voltage Transmission Lines.

2. The Transmission Company of Nigeria- JICA- Project Implementation Unit now invites sealed Bids from eligible Bidders for the construction and completion of 330 kV Electricity Transmission Lines with approximate total length of 106 km at locations in the state Ogun (“the Works”). International Competitive bidding will be conducted in accordance with “single stage two envelopes” Bidding Procedure. The completion period of the contract is 24 (twenty four) months. The contract shall be awarded for the complete scope of works as shown below:

3. Bidding will be conducted through procedures in accordance with the applicable Guidelines for Procurement under Japanese ODA Loans and is open to all Bidders from eligible source countries, as defined in the Bidding Document.

4. Bidders may submit bids for one lot or more lots, as further defined in the Bidding Document. Bidders wishing to offer discounts in case they are awarded more than one lot will be allowed to do so, provided those discounts are included in the Letter of Price Bid or Letter of Bid, as applicable.

5. Interested Bidders may obtain further information from and inspect the Bidding Document during office hours from 8am to 5pm, Monday to Friday at:

6. The Bidding Document in English language may be purchased by interested Bidders on the submission of written application to the address above and upon payment of a non-refundable fee of One thousand Naira (N100,000.00). The method of payment will be via Remita (https://www.remita.net/) by generating Remita Retrieval Reference (RRR) in favour of Transmission Company of Nigeria-JICA Project Implementation Unit.
Kindly follow these steps: (i) Enter Remita platform (ii) Select Pay FGN and State TSA (iii) Select FGN (iv) Under Who do you want to pay-Select TCN-JICA PIU (v) Under Name of Services/Purpose-Select Transmission Company of Nigeria Japan International Cooperation Agency (vi) Complete the form and Submit.
The document will be handed over in both hard and soft copies with the evidence of payment. However, the Document may be sent by Courier upon additional payment of Twenty Thousand Naira (NGN20,000.00) for places within Nigeria or Fifty Thousand Naira (NGN50,000.00) for Europe and West Africa and Seventy Thousand Naira (NGN70,000.00) for all other countries not later than three (3) weeks from the date of issuance of the document.
Only interested bidders (presented by himself or one of the partners in a bid) who paid the non-refundable fee before the date of bid submission (according to attached evidence of payment) shall be recognized as eligible bidders for submission of bids.

7. Bids must be accompanied by a Bid Security of amount of 678,400 USD.

8. Bids must be delivered to the address above on or before the submission deadline of 3rd March, 2026 at 12.00 noon Nigeria Local time. In both hard and password protected read-only soft copies . Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 3rd March, 2026 at 13.00pm Nigeria Local time. Bidders are expected within one hour after the bid submission deadline to have send the password of their password protected read-only bids to chukwu.vincent@tcnmail.org.ng & engrvinchukwu@gmail.com as specified in the bidding documents

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
