INVITATION TO TENDER
1. INTRODUCTION
Ugboland Host Communities Development Trust (UHCDT ) is a non-profit, non-political organization registered with the Corporate Affairs Commission, established under the PIA 2021, to carry out inclusive development and to empower Communities of Ugboland through resources that accrue to the trust. In furtherance to the above, the Trust wishes to invite interested, registered and eligible contractors, vendors and suppliers, with relevant experiences to bid for the procurement and execution of the underlisted projects as enumerated hereunder:
A. SUPPLY OF COMMODITIES FOR COMMUNITY ENGAGEMENT
B. CONSTRUCTION WORK
1. ELIGIBILITY REQUIREMENTS
Prospective bidders should submit the following documents:
a. Evidence of registration with the Trust as contractor or consultant.
B. Evidence of Certificate of incorporation issued by the Corporate Affairs Commission (CAC) including from CAC 1 or CAC2 and CAC7; Business name is also acceptable for Consultancy services.
c. Evidence of company’s income tax clearance certificate (or personal income tax clearance certificates of all the partners in case of Business Name) for the last three (3) years valid till 31st December,2024.
d. Evidence of pension clearance certificate valid till 31st December 2024 (this requirement is only applicable to bidders whose number of staffs is 15 and above).
e. Evidence of industrial training fund (ITF) compliance valid till 31st December 2024 (this requirement is only applicable to bidders whose number of staffs is 5 and above or the bidder’s annual turnover is #50m and above);
f. Evidence of Nigeria Social Insurance Trust Fund (NSITF) clearance certificate valid till 31st December 2024.
g. Evidence of firm’s registration with relevant regulatory professional body(ies) such as CMD, COREN, etc.;
h. Sworn Affidavit: That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
i. Company’s Audited Accounts for the last three (3) years–2022, 2023 &2024;
j. Reference Letter from a reputable Commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
k. Company’s profile with the curriculum vitae of key staff to be deployed for the project, including copies of their Academic/Professional qualifications such as ARCON, COREN, etc.
l. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards. Valuation Certificates, Job completion Certificates and Photographs of the projects;
m. Evidence of Nigerian Upstream Petroleum Regulatory Commission (OGISP);
n. List of plants / Equipment with proof of ownership / Lease agreement;
Note: All documents for submission must be transmitted with a covering / forwarding letter under the company/firm’s Letter head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact Address, Telephone Number (preferably GSM No) and email address. The Letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom page, duly signed by the authorised officer of the firm.
2. COLLECTION OF TENDER DOCUMENTS (SUPPLY & WORKS)
Interested bidders will access the Standard Bidding Document (SBD) in soft copy from the Trust upon evidence of payment of a non-refundable tender fee of #25,000.00 for each lot for “Supply of Commodities for Community Engagement” items and #50 000.00 for each lot for the “Construction Works” respectively into the UgbolandHost Communities’ Development Trust Internal Generated Revenue (IGR) Account Number 2005168971, FCMB.
3. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bids for each of the lot desired. Submission shall be in hard copies. For each lot, two (2) copies are to be submitted marked “original” and “copy” in a single large and sealed envelope addressed to The Project Manager, UHCDT Secretariat,Km 34 Igbokoda-Ugbonla Road, Ode-Ugbo. Ilaje LGA, Ondo State and clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder. The bids should be dropped in the designated Tender Box in the Procurement Unit Room, UHCDT Secretariat, Ode-Ugbo, Ondo State not later than 12:00 noon on Tuesday,25th November, 2025.
4. OPENING OF TECHNICAL BIDS
The bids will be opened immediately after the deadline for submission at precisely 12:30 pm on Tuesday,25th November, 2025. Please ensure that you sign the Bid submission Register in the office of the Procurement Unit, Room, UHCDT Secretariat, Km 34 Igbokoda-Ugbonla Road, Ode-Ugbo, Ondo State. UHCDT will not be held liable for misplaced or wrongly submitted bids. For further enquires you may contact the Procurement Unit by email uhcdtr98@gmail.com
5. GENERAL INFORMATION
a. Bids must be in English language
b. Bids submitted after the deadline for submission would be returned un-opened
c. All costs will be borne by bidders.
d. The bids will be opened in the presence of Bidders or their representatives who choose to attend, Civil Society Organizations in the areas of Anti-Corruption and transparency and private professional bodies.
e. UHCDT is under no obligation whatsoever to select contractor from submissions received if none meets the requirement for the projects.
f. Any submission of bids other than one authorised shall be disqualified.
g. This advertisement shall not be construed as a commitment on the part of UHCDT nor shall it entitle responding companies to seek any indemnity from UHCDT by virtue of such companies having responded to the advertisement;
h. Duplicate bids of a LOT by a company shall be rejected except a written notification is made before the bid opening date and addressed to the Project Manager with the above address. In the case of notification, the second bid shall be clearly labelled as “Corrected Bid”
i. Failure to comply with the above stated instructions will automatically disqualify the tender.
j. The UHCDT reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the public procurement Act, 2007.
Note: All Registered Contractors and Consultants who had earlier submitted their OGISP are invited for Contractors & Consultants Sensitization Workshop on Thursday, 13th November, 2025 at the UHCDT Secretariat, Ode Ugbo by 1.00pm.
