REQUEST FOR EXPRESSION OF INTEREST (EOI) AND INVITATION TO TENDER FOR TECHNICAL AND FINANCIAL BIDS FOR PROCUREMENT OF GOODS AND CONSULTANCY SERVICES UNDER THE MINISTRY OF FINANCE INCORPORATED.
1. INTRODUCTION
The Federal Government of Nigeria has allocated funds to the Ministry of Finance Incorporated (MOFI) in the 2024 Appropriation Act for the execution of its mandate of managing all Federal Government’s investment interests, estates, casements and rights as an Asset Holding Company under the Ministry of Finance, Budget and National Planning. In order to achieve its mandate, MOFI wishes to apply part of the funds in its 2023 appropriation to procure Goods and Consultancy Services. Accordingly, and in compliance with the Public Procurement Act, (PPA) 2007, MOFI hereby invites interested, reputable and qualified Consultants to express interest and submit tender documents for the procurement of the following projects:

2. SCOPE OF SERVICES
The comprehensive scope of the projects as it relates to Goods and Consultancy Services as well as specification and quantifications concerning the works and the items to be supplied are as detailed in the Tender documents.
3. ELIGIBILITY REQUIREMENTS
The general public may wish to be guided that all procurement activities of MOFI shall be fully governed by the Public Procurement Act (PPA) 2007 and the recent Federal Government Executive Order of Transparency and Support for Local Content in public procurement whereby prospective bidders should submit the following documents:
i. A forwarding letter signed by company representative stating the Corporate Affairs registration number at the top and names of all Directors at the bottom clearly specifying area of competence and interested category and Lot.
ii. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7 or business name with form BN1 is also acceptable for services;
iii. Evidence of Company’s Income Tax Clearance Certificates (or personal Income Tax Clearance Certificates for all partners) for the last three (3) years valid till 31st December 2024;
iv. Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
v. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
vi. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
vii. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
viii. Unabridged company audited annual report for the immediate past (3) three years (2021, 2022 & 2023). Turnover in Audited accounts musts be the same in Tax Clearance Certificate otherwise the company shall be disqualified.
ix. Sworn affidavit
• That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
• That the bidders do not have any director who has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsifications of fact relating to any matter.
• disclosing whether or not any officer of the relevant committees of the MOFI or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder
• That all information presented in the bid is true and correct in all particulars.
x. Evidence of experience in previous three (3) jobs of similar nature and complexities including award letters and completion certificates in the area of the particular assignment in the immediate past three (3) years
xi. Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
xii. Evidence of access to or availability of credit facilities, confirmed by a reputable bank;
xiii. Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications with attestation of availability and contact phone numbers.
xiv. Services: evidence of firms’ current’s registration/accreditation by relevant regulatory professional body(ies);
xv. Only companies included in the National Automotive design and development Councils approved list of Local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
xvi. Bidders are required to provide a verifiable statement on the Local Content of the Goods or services to be provided.
xvii. Firms submitting as Joint Venture should include Memorandum of Understanding (MoU) indicating the responsibility and duties of the individual firms constituting the JV as well as Names and skills of key staff under each company in the JV such that an informed judgment on the firm capacity in terms of permanent of borrowed personnel can be determined.
4. COLLECTION OF TENDER DOCUMENTS (GOODS)
Bid documents shall be collected from the procurement department, MOFI, 8th floor, Tower 2, Bank of Industry building.
5. GUIDELINE SUBMISSION OF EXPRESSION OF INTEREST AND TENDER DOCUMENT
a. All submissions must be in English Language,
b. The completed Expression of Interest (EOI) are to be submitted in two (2) hard copies in a sealed tamper proof envelope, with the appropriate Project Title and Lot No, at the top right-hand corner and submitted on or before 12:00 noon, Monday 10th June, 2024 and addressed to:

c. Goods: The completed Technical and Financial bids for Categories 1 (2 hard copies and I soft copy) shall be submitted in two different sealed tamper proof envelopes and labeled “Technical Bid” and “Financial Bid” and both placed in a third envelope. All the three (3) envelopes should bear the Company name at the reverse side while the “Project Name” and Lot No, at the Top Right-Hand corner of the envelope and addressed as in paragraph 5 (b) above and submitted in the same location, not later than 12:00 noon on Monday, 24th June, 2024.
6. OPENING OF TECHNICAL BIDS
1. Goods: The Technical bids for Categories I will be opened immediately after the deadline for submission at 12:00 noon on Monday, 24th June, 2024 at the 7th Floor, Tower 2, Bank of Industry Building, Central Business District, Abuja in the presence of Bidders or their Representatives and Statutory observers, while the financial bids will be kept un-opened.
2. Service: The Expression of Interest documents for Categories 2 will be opened immediately after the deadline for submission at 12:00 noon, Monday 10th June, 2024, at the 7th Floor, Tower 2, Bank of Industry Building, Central Business District.

8. NOTE
i. The Ministry shall verify any or all the claims made by bidders and shall disqualify any company whose claims are found to be false, in addition to other sanctions that may be deemed necessary.
ii. Applicants who have worked for the FMFBNP and have History of poor performance, abandonment or prolonged contract execution period need not apply;
iii. No bidder will be allowed to bid for more than one (1) lot
iv. All costs incurred in responding to this advertisement shall be borne solely by the Bidders;
v. All submission pages must be duly initialed by an authorized staff of the Company;
vi. Services: only shortlisted applicants at EOIs evaluation will be invited at a later date for collection of Request for Proposals;
vii. Goods and works: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders
viii. Non-Compliance to the instructions will lead to disqualification.
ix. EOI/Bid submitted late shall be returned un-opened;
x. The advertisement shall not be construed to be a commitment on the part of the MOFI nor shall it entitle the applicant to make any claim(s) whatsoever and/o sock any indemnity from MOFI by virtue of such applicant having responded t this advertisement;
xi. MOFI is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
